Medicine trolleys for electronic medication management

Description

Skien municipality intends to enter into a contract with Beckman Solutions AS for electronic medication trolleys with accompanying software. The contract includes the maintenance and upgrade of software and hardware, with an accompanying service and support agreement. The delivery consists of the physical design of the trolley, electronics and accompanying software. Electronics and software should control access to trolleys and drawers so that each drawer is lockable and dedicated to one patient. Lot 1: Estimated volume for 2023 is up to 35 trolleys with a framework of approx. 80 trolleys in total over 5 years. It is clarified that the Contracting Authority is only bound to make call-offs for its actual needs. The trolleys must meet all of the contracting authority's needs in terms of design and functions required for use in the municipal sector. The first delivery will be 8 trolleys by 15 June 2023 and 14 trolleys by 1 August 2023. The contract will commence as an SSA-K agreement. Based on this, the contracting authority intends to enter into an agreement with Beckman Solutions AS for the delivery of these trolleys, as the contracting authority believes there is only one provider in the market that can meet the contracting authority's needs. The contracting authority therefore believes that there is a legal basis for entering into an agreement with Beckman Solutions AS for the delivery of medicine trolleys for electronic medication management without an invitation to tender.
