External Provision of IT Services: Expertise for Implementation and Maintenance of the FMS Competence Centre Unit projects PE/FINS-FMS23

Description

The subject-matter of the contract is to provide IT expertise for the implementation of new SAP projects as well as corrective, adaptive and evolutive maintenance of the projects managed by the FMS competence centre unit and based on S4/HANA & BW4/HANA platforms. In that context, adaptive maintenance refers to the necessary upgrade to new S4/HANA & BW4/HANA versions (on average every three years) and evolutive maintenance of existing features of the implementations already in production. Three SAP projects will be managed by the FMS Unit: FMS (financial management system), HCM (human capital for MEP) and BW4HANA (managerial reporting). Therefore, corrective, adaptive and evolutive maintenance will apply to all of them. Lot 1: This call for tenders covers the provision of on-site (intra-muros) and off-site (extra-muros) services on a time and means, quoted time and means and fixed price basis. The contract will be concluded with the three tenderers submitting the best offers as external service providers for the provision of the IT services, provided that there is sufficient number of tenderers who fulfil the exclusion, selection and award criteria. The contracts resulting from the present call for tenders will be a multiple framework contract without reopening of competition concluded with the European Parliament.
