Description
The Institute of Marine Research would like to enter into a contract with a tenderer for the hire of a vessel with a crew and a separate ROV for the ‘measures against ghost fishing’ project in Raet National Park. The tenderer will search and recovery of lost fishing gear, such as lobster pots, nets, fish traps, etc. The work will be carried out in and around Raet National Park in 2020 in Tvedestrand, Arendal and Grimstad Municipalities. The work must be carried out in accordance with the guidelines given by the contracting authority. Weather and visibility conditions will affect the activity level throughout the period. Flexibility will therefore be required from the tenderer. Most activity will take place in the summer, but activities are planned for right up until the end of 2020. The vessel must have space for at least one, but preferably more, persons from the contracting authority if required. This is an assignment that requires a large degree of flexibility from the tenderer. Weather conditions and visibility can decide whether it is possible to work on a day-to-day basis. The contracting authority will only cover costs when search and recovery is carried out and cannot covers hours spent moored at the quay. There will be an ongoing dialogue with the contracting authority in order to assess field work in the coming days based on, amongst other things, weather forecasts. We do not want to set any limits for what conditions field work can and cannot be done in, as many factors come into play, (wave height, wave direction, wind strength, current conditions, visibility, etc.). The tenderer will be responsible for making their own final decisions on safety and feasibility. The aim is to be able to maintain a high level of activity with good planning and good priorities (work in exposed areas when it is possible and in more protected areas otherwise). The tenderer must be flexible and available when field work is possible. This will be possible through a good dialogue between the contracting authority and the tenderer. The tenderer must keep a record of work that has been carried out. This includes when the vessel leaves and comes back to base. The search and findings of tools must be logged based on the protocol prepared by the tenderer. This log will also be documentation for payment for completed work. The contracting authority will decide where the field work will be carried out, but this will be done in a dialogue with the tenderer in order to achieve the best possible logistics, efficiency and fuel savings.
