NHS LLR & Northamptonshire ICBs - Lung Cancer Screening (MECSS Framework)

Description

Provision of an end-to-end Lung Cancer Screening Programme across Leicester, Leicestershire & Rutland and Northamptonshire. The service includes participant identification and invitation, lung health checks, low dose CT scanning, image reporting, surveillance activity and associated pathway management for eligible current and former smokers aged 55 to 74 years. Lot 1: Leicester, Leicestershire and Rutland Integrated Care Board (LLR ICB) and Northamptonshire Integrated Care Board (NICB) intend to award a contract for the delivery of an end-to-end Lung Cancer Screening (LCS) Programme for eligible populations across LLR and Northamptonshire.<br/>The service will deliver a community-based lung cancer screening pathway for eligible residents aged 55 to 74 years who are current or former smokers. The provider will be responsible for the full programme pathway, including participant identification and invitation, telephone risk assessment and triage, lung health checks, low dose CT (LDCT) scanning, image reporting, management of screening outcomes and surveillance activity in accordance with national Lung Cancer Screening protocols and quality standards.<br/>Services will be delivered primarily through mobile community facilities located across LLR and Northamptonshire to maximise accessibility and reduce health inequalities. The provider will work collaboratively with primary care, acute trusts and other partners to support early diagnosis of lung cancer, improve participant experience and increase early-stage cancer detection. <br/><br/>The contract term is anticipated to be four years commencing October 2026 - 2 years plus 2 years extension. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. <br/><br/>The standstill period begins on the day after the publication of this notice. <br/>Representations by providers must be made to the relevant authority by 12 August 2026 Representations can only be made by providers party to the framework agreement. <br/><br/>This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.
