Summary of the work The Trust is looking for a niche supplier to provide skilled, experienced and knowledgeable resource who can work with the Trust in a collaborative way, to design and build a new data warehouse to industry standards. Expected Contract Length 2 1/2 years Latest start date Monday 3 June 2019 Budget Range Up to £813,000 Why the Work is Being Done The Trust currently has what would be widely known in the industry as a ‘reporting database’ that has evolved organically from former MS Excel and MS Access data repositories and eventually became reported from MS SQL Server, the industry standard product. While the product is modern, the data architecture (how the data is stored, structured and designed) is not. Therefore there is a requirement to move to a fully modelled data warehouse where the data structures underlying reporting, are designed based on the Trust’s business requirements. Problem to Be Solved The primary aim of this project is to provide a stable, consolidated, structured data warehousing model which will: • Provide a transparent view of patient care and all associated activity captured across the various systems in use within the Trust • Facilitate the provision of nationally mandated submission datasets • Facilitate the provision of as much automatically delivered routine reporting as possible • Underpin the Trust’s statutory reporting and commissioning requirements • Simplify the complexities of reporting ensuring accuracy and also a reduction in the amount of time required to turnaround routine reporting requests Who Are the Users SaTH staff from all disciplines, and external organisations within in the local STP. The data warehouse design must move to a fully modelled data warehouse (adopting industry standard methodologies), where data feeds are independent of the upper layers in the data warehouse and onward reporting, and can be plugged in or out as Trust systems change and develop. Existing Team The supplier will work with internal multi disciplinary teams. Current Phase Not started Skills & Experience • Experience Architecting flexible, scalable data warehousing solutions • Experience implementing full stack SQL server data warehousing infrastructures in both green and brownfield environments • Extensive experience of ETL and ELT data consolidation and transformation techniques with data stored in both structured and unstructured sources • Data modelling experience in multi platform, multi system,multi disciplinary environments • Project management, team building / management / mentoring experience • Experience implementing change management software, associated processes and controls • Full lifecycle software development experience • Within the last 4 years, EPR and PAS migration experience with specific focus on data warehouse integration • Experience collaborating with 3rd party suppliers • Track record of delivering large scale projects into NHS environments Work Location The Shrewsbury and Telford Hospital NHS Trust. There are three main locations as follows; The Royal Shrewsbury Hospital, Mytton Oak Rd, Shrewsbury SY3 8XQ. The Princess Royal Hospital, Apley Castle, Apley, Telford TF1 6TF. Shrewsbury Business Park, 1&2 Douglas Court, Anchorage Avenue, Shrewsbury, Shropshire SY2 6LG. Working Arrangments The people will keep SaTH standard admin team hours in order to maximise knowledge transfer and integrate with team development processes: Monday to Friday based in our office starting work by 9.00am, 7.5 hours per day + lunch time (30 mins). There may be an expectation to work extended hours to support the implementation. Security Clearance All staff working on site MUST be DBS cleared. For further information please see the Information Commissioner's Office website:https://ico.org.uk/for-organisations/data-protection-reform/overview-of-the-gdpr/ No. of Suppliers to Evaluate 3 Proposal Criteria • Provide details of the Technical Competence and Relevant Skills relevant to the following 3 area’s, Core SQL, data warehousing & technical skills. • Provide details of your proposed methodology and approach to data warehousing implementation drawing from previous experience. • Provide details of your proposed methodology and approach to sustaining data warehousing business continuity during EPR implementation. • Provide details of the approach and methodology you would use the deliver the requirement. This should include suggested SLA’s to show how the project will be monitored and managed. • identify risks and dependencies and how will you manage them to ensure project delivery on time and budget. • Provide the proposed team structure and governance arrangements including proposed escalation process. • Please detail how you will ensure value for money and how you will bring the project in, on time and under budget. Payment Approach Fixed price Evaluation Weighting Technical competence 60% Cultural fit 5% Price 35% Questions from Suppliers 1. is there a current incumbent or preferred supplier for this programme of works please? There is no incumbent, and we do not have a preferred supplier for the work. 2. Would you accept a mixed onsite/offsite mode to working? E.g. Requirements gathering for a specific phase conducted onsite, with the bulk of the remainder of the phase being delivered remotely from London with daily stand-up meetings conducted via web meetings, and key meetings/reviews being held onsite? No. We are looking for the resource to be onsite with our existing data warehouse team on a daily basis. 3. We tick all the essential boxes except the 3rd last and last bullet points (EPR/PAS and large scale NHS projects). We feel we are well positioned to deliver this project but don't want to go to the effort of responding if the above 2 items will exclude us. Can you please confirm? We have stated these are essential and are a key part of understanding how we would build the new data warehouse while ensuring business continuity, so suppliers without this experience would be excluded from shortlisting. 4. Is this requirement inside or outside IR35? We’re not looking for staff. We’re asking for a business to deliver a data warehouse solution. 5. We have recent extensive experience delivering a similar requirement within the NHS, working closely to implement a data warehouse solution alongside developing and building capability in-house. Based on this experience we would propose an overall much shorter project timeframe to less than 12 months enabling you to have a sustainable on-going solution. Will you consider proposals which accelerate the project timescale and delivery less than the indicated 2.5 years. We would consider a shorter timescale providing the requirements of the project could be met in full. We will publish the full details of requirement to the top 3 short listed suppliers and will assess each supplier on their proposals.For the avoidance of doubt, the Authority will evaluate on a like for like basis so if a shorter timescale project would not, in the opinion of the Authority, meet the requirements in full the bid would be rejected. 6. Please will you advise as to the current EPR/PAS and the proposed EPR/PAS? The existing PAS is Semahelix which is a bespoke system used by SaTH and one other NHS Trust. The new EPR which will replace the existing PAS and other clinical systems has not be determined at this stage as it is due to go our to Procurement this year. 7. Could you please elaborate on the change management software requirement (e.g. Jira/Confluence) We don’t currently use any specific change management software, but we’re looking to introduce formal change control and release processes hence the requirement. 8. Would you consider a team which has some staff permanently onsite, with others working onsite part-time? Unfortunately on this occasion no, this is very much about how we support the existing team and it is key that all staff are based onsite at the Trust.
