Description
The purpose of this PIN is to inform the market of Highways England's plans to launch a technology framework that will be called the Information Technology Commercial Framework (ITCF). The Operational Technology Commercial Framework (OTCF) was launched on the 9th July 2021 and it is hoped that the ITCF will be the second vehicle to support the delivery of Highways England’s RIS2 technology pipeline and to meet the strategic aims of Highways England. Please note, this PIN relates specifically to the ITCF. A supplier market engagement update and market engagement questionnaire is scheduled for release after the PIN has been published. Highways England are committed to engaging with new members of the supply chain and encourage participation for all suppliers including SME’s. Lot 1: Asset Management (Goods and Services) The Supplier will be expected to deliver Goods and Services that deliver end to end functionality, and which will enable the procurement of end-to-end Asset Management services. Lot 2: Corporate Systems (Goods and Services) The Supplier will be expected to deliver Services that delivers systems integration and delivery of end-to-end lifecycle management of Corporate IT Systems meeting the needs of the Customer IT business function. Lot 3: Architectural Services and Design (Services) The Supplier will be expected to deliver specialist technical services to deliver specific aspects of Customer’s IT business transformation, projects, programmes, or to provide support in the development and delivery of technical solutions. Lot 4: System/Software Development Lifecycle (Services) The Supplier will be expected to deliver specialist technical services to deliver specific aspects of Customer’s IT business transformation, projects, programmes, or to provide support in the development and delivery of technical solutions. Lot 5: Cyber Security and Data Protection (Services) The Supplier will be expected to deliver specialist technical services to deliver specific aspects of Customer’s IT business transformation, projects, programmes, or to provide support in the development and delivery of technical solutions. Lot 6: Digital and Data (Services) The Supplier will be expected to deliver specialist technical services to deliver specific aspects of Customer’s IT business transformation, projects, programmes, or to provide support in the development and delivery of technical solutions. Lot 7: Infrastructure and Platform design (Services) The Supplier will be expected to deliver specialist technical services to deliver specific aspects of Customer’s IT business transformation, projects, programmes, or to provide support in the development and delivery of technical solutions. Lot 8: Service Management and Transition (Services) The Supplier will be expected to deliver specialist technical services to deliver specific aspects of Customer’s IT business transformation, projects, programmes, or to provide support in the development and delivery of technical solutions. Lot 9: Business Engagement (Services) The Supplier will be expected to deliver professional specialists to augment the Customer’s existing capabilities through the provisioning of sufficiently qualified and experienced professionals. Lot 10: Strategy, Transformation and Performance (Services) The Supplier will be expected to deliver professional specialists to augment the Customer’s existing capabilities through the provisioning of sufficiently qualified and experienced professionals. Lot 11: Delivery (Services) The Supplier will be expected to deliver professional specialists to augment the Customer’s existing capabilities through the provisioning of sufficiently qualified and experienced professionals. Lot 12: IT Commercial, Procurement and Financial (Services) The Supplier will be expected to deliver professional specialists to augment the Customer’s existing capabilities through the provisioning of sufficiently qualified and experienced professionals. Lot 13: Software COTS/SaaS (Goods) The Supplier must be able to provide software either COTS or SaaS (including any manufacturer’s warranty or maintenance included with the product) to the Customer. Lot 14: Workplace Hardware (Goods) The Supplier must be able to provide workplace hardware (including any manufacturer’s warranty or maintenance included with the product) covering all physical components of office operations that the Customer’s internal users rely on to complete their day-to-day tasks. Lot 15: Hardware Infrastructure and Platforms (Goods) The Supplier must be able to provide workplace hardware (including any manufacturer’s warranty or maintenance included with the product) covering all physical components of office operations that the Customer’s internal users rely on to complete their day-to-day tasks. Lot 16: Infrastructure and Platform (Services) The Supplier will be expected to deliver Services that delivers systems integration and delivery of end-to-end lifecycle management of Corporate IT Systems. Lot 17: Multi-Service Provision (Services) The Supplier will be expected to deliver multiple Services in support of one focused project or programme development. Lot 18: Multi-Discipline Provision (Services) The Supplier will be expected to be able to deliver professional augmented Services across multiple in support of one focused project or programme development.
