Strathclyde Partnership for Transport (SPT) is the regional public transport authority for the Strathclyde area with responsibility for overseeing public transport services across a range of modes. This includes the responsibility to promote and encourage use of public transport and to seek to improve the standard and quality of service experienced by the traveller. There are currently three separate RTPI systems in the SPT area implemented over the last ten years with funding assistance from SPT. One is centred on Glasgow, one covering the Ayrshire Councils, and one in Argyll and Bute, but these systems together do not provide comprehensive coverage of the SPT area and don't deliver consistent RT information to the passengers across the regions. The contracts providing the existing Glasgow and Ayrshire systems both expire during 2015/16. This presents a natural break point and opportunity to consider the most appropriate way forward for both systems and the services provided by them. SPT now aims to achieve on-going value for money through provision of a regional RT system to provide RT information to the passengers taking into account developments in technology and requirements growing over last 10 years. The new system will replace the existing end of life systems and provide additional functionality in the whole SPT area. The whole Real Time Information System will provide the following high level functionality Collection of the timetable and real time vehicle location information from the Bus operators; Generate and provide predictions to the public; Provide Reporting Software for the Purchaser; Provide Open data Interface to serve websites and apps; Maintenance and supply of RT signs along with a Content Management System(CMS); This procurement exercise is for 2 lots that in conjunction will deliver the functionalities outlined above. Both lots will be evaluated independently but should a single supplier be the preferred bidder for both Lots then SPT reserves the right to discuss and agree any potential synergies that may result in added value to SPT. Lot 1 will be a hosted solution to provide the following core functionalities: Data collection from Bus operators — Timetable and vehicle location; Generation and provision of at stop predictions for provision in the SIRI SM format; Open Data Interface to make data available to subscribers; Traffic Light Priority location management and request fulfilment; — Reporting tool; Lot 2 is a sign installation and maintenance contract with the provision of a Content Management System (CMS). Lot 2 has a mandatory site visit planned for Wednesday 16.9.2015.See Invitation to Tender Letter and appendix 2.8. Evaluation of Tenders will be undertaken on a 60/40 Price/Quality basis to determine the Most Economically Advantageous Tender — MEAT for each Lot. Optional payment profiles will be evaluated using the same scoring method. The aim of the evaluation is to select the Tender which represents best overall value for money. Both Lots will be evaluated independently but should a single supplier be the preferred bidder for both Lots then SPT reserves the right to discuss and agree any potential synergies that will exist which may result in added value to the Contract.
