Description
The Coal Authority (Client) was established by Parliament to undertake specific statutory duties, set out in the Coal Industry Act 1994, associated with licensing coal mining operations; managing property and the historic legacy arising from the ownership of the coal reserves and underground workings; settling subsidence damage claims not falling on coal mine operators and providing access to coal mining information. The Coal Authority has a legal duty under the Coal Mining Subsidence Act 1991, to repair properties damaged by coal mining subsidence in the five coalfield regions. The works are funded by grant in aid from central government, in order that the Coal Authority can discharge its statutory duty. The Coal Authority employs over 300, based mainly at the head office in Mansfield with some field staff remotely based in order to enable a fast response to incidents in the coal mining areas. The Coal Authority is funded by grant in aid from the Department of Energy Security and Net Zero (DESNZ) We will be publishing a competitive bidding exercise in Quarter 4 of 2023 which will be for the retendering of our existing Ground Stabilisation by Drilling and Grouting Framework which expires in March 2024. This Notice is published to give interested parties advance notice of this opportunity. The objectives of the framework will be to: • deliver high quality stabilisation works and reporting • work collaboratively to deliver ground stabilisation works, focusing on value and continuous improvement • deliver high standards of health, safety and environmental performance and to achieve zero accidents and incidents • deliver all Work Orders using the NEC4 Conditions of Contract • apply industry best practice and latest technologies in order to complete works in the most efficient and sustainable manner possible. Lot 1: Drilling and grouting with unobstructed open access Equipment Drilling and grouting with unobstructed open access Equipment General items along with drilling and grouting within open areas where access is unobstructed for the equipment and scheduled methods specific to the Work Order. Stabilisation work on Lot one will be through suspension grouting - bagged, loose bulk or silo/s, and / or solution grouting. Additional information: All details included here are provisional and subject to change prior to the release of any documents Lot 2: Drilling and Grouting with restricted height / restricted access Equipment Drilling with restricted height / restricted access Equipment General items, investigative drilling within areas where access, height or both is restricted. Equipment shall be operational in areas of restricted height. Equipment shall be transportable through restricted access routes. Investigative drilling under Lot 2 shall also include drilling inside of buildings or within similarly enclosed structures with the above restrictions. Additional information: All details included here are provisional and subject to change prior to the release of any documents Lot 3: Drilling and solution grouting with restricted height / restricted access Equipment Drilling and solution grouting with restricted height / restricted access Equipment Investigative drilling and grouting within areas where access, height or both is restricted. Equipment shall be operational in areas of restricted height. Equipment shall be transportable through restricted access routes. Drilling and grouting under Lot 3 shall also include drilling inside of buildings or within similarly enclosed structures with the above restrictions. Stabilisation work under Lot 3 will be through Solution / Resin Grouting rather than Suspension / Cement Grouts.
