Oslo Municipality, c/o Frogner District, intends to sign a contract for social bridging with PitStop Norge AS. The contract start date is 1.12.22. Lot 1: Oslo Municipality, c/o Frogner District, intends to sign a contract for social bridging with PitStop Norge AS. Social bridging is a model developed by The Robertsen Trust in Scotland. The model involves a social investor financing a measure for a specific trial period, and then a public party takes over/continues the financing if certain predetermined results have been achieved. In this case Sparebankstiftelsen DNB offers to finance a measure provided by PitStop Norge AS. If the prior determined results are achieved, Oslo Municipality, c/o Frogner District will be obliged to continue the measure. PitStop Norge AS also has other financing through project subsidies from foundations, funds, and public authorities. Sparebankstiftelsen DNB will finance PitStop Norge AS' measure in Oslo Municipality, c/o Frogner District with NOK 3,000,000. The contract, including continuation and long term evaluation, will run from 2023 - 2025. PitStop Norge AS is a social contractor that helps youths aged between 15 and 30 years who have dropped out of school and work. Youths with light moderate mental difficulties, social adaptation difficulties, and behavioural difficulties are within the target group. In Oslo Municipality, c/o Frogner District, PitStop Norge AS will offer the programmes Restart and Klar-Ferdig-Gå. If the parties agree, the HangOut programme will also be offered. The short term goal of the measure is that youths get follow-up and assistance with returning to work or school or are prevented from dropping out of work or school. The long term goal is an increased degree of youths who are in work or who fulfil their education. Both the short term and long term aims will be evaluated by predetermined indicators. Lier Municipality is not obliged to make any payments in the project if the predetermined results have not been achieved. Under pkt. V.2 a date was given for the award of contract in May 2022, this was for technical reasons. NB: The contract signing/contract start-up is 1.12.22. Oslo Municipality, c/o Frogner District intends to sign this contract on 1.12.22 with PitStop Norge AS.
