Summary of the work An Alpha study to review options for TRO data publication and distribution by: Look at different options for storage and distribution of orders Review Use Cases Build prototype if preferred solution is DfT storage repository Build out backlog Identify benefits Provide costings for Beta Expected Contract Length 8 to 14 weeks depending on the chosen option following initial investigation into options. Latest start date Friday 17 February 2023 Budget Range up to £500,000. This may be increased to proceed to the Beta phase if required by DfT. DfT are under no obligation to proceed with Beta. Why the Work is Being Done The DfT’s ‘Future of Mobility: Urban Strategy’ prioritises a regulatory framework that evolves with transport technology and advocates data sharing to improve the transport system. Traffic Regulation Orders (TROs) are made under the Road Traffic Regulation Act 1984 and set and enforce rules for the use of a road (speed limits, loading and unloading restrictions, parking bays and restrictions etc). The legal procedures for making TROs are paper-based, process heavy, costly and TRO data provision is inconsistent and non-standardised. TRO digitisation will support new services, digital mapping, and the digital infrastructure for connected and automated vehicles. We need to work out the best way of making this data available. Problem to Be Solved Local authorities should be able to publish standardised and open TRO data for anyone to access, use and share. The DfT has developed and iterated a draft TRO Data Model to provide consistent and data. We now need to work out the next steps. Should the DfT build a central storage and distribution hub? Could the market provide this role and provide data to users under a federated model? What are the key use cases? What are the pros, cons and costs of each of the options? During the Alpha, the DfT will review the pros and cons and take a decision on which is the preferred option. If this involves a Gov-built solution, then the next part of the Alpha will be to build a prototype. If a different solution is chosen, then the Alpha will conclude sooner. Who Are the Users The main users are highway authorities who have powers to make TROs, but applicants from utility/construction companies apply for temporary orders and special event organisers apply for special event orders. Interested parties, including members of the public, need to access information on the changes being made. Sat-nav and digital map providers are key data customers who need to report changes to the road network, including road closures, to road users digitally and in real-time. The DfT is the national policy holder and are moving forward with a revised regulatory framework to ensure local authorities comply with the technical solution. Early Market Engagement Since completion of the TRO Data Model Alpha in 2021, the DfT has been carrying out piloting of the draft TRO Data Model with four local authorities it had previously given grant funding to in 2018, as part of the Opening Local Authority Transport Data projects. Additionally, key suppliers from the digital TRO sector have been involved and the pilots have been successful in seeing the draft data model used in real-world situations. The work has continued through 2022 and the latest version of the data model resulting from this work, together with the collected learnings from the piloting, will be available to the successful supplier. In Autumn 2022, the DfT recently conducted a Request for Information (RFI) under the DOS Framework. The information received during the RFI process has been taken on board and used to inform our thinking on this Alpha project moving forward. Work Already Done The 2019 BPA/Geoplace TRO Discovery defined our overall plans for digital TROs. The draft TRO Data Model and Guidance were key outputs, the model was validated by LAs and suppliers. The 2020 TRO Policy Alpha report set out ambitions for legislation to meet current and future needs of users that interact with the TRO regime. The 2020/21 TRO Data Model Alpha project with supplier Valtech refined the TRO Data Model and initial concepts for a digital TRO delivery system. In 2021/22 refinement of the Data Model took place with four LAs and suppliers. This information can be requested from Ollie.Hughes@dft.gov.uk Existing Team D-TRO Alpha is being developed jointly between the Digital Projects and the Street Works teams in the Traffic and Technology division of DfT together with project consultants Harrod Booth Consulting who are retained and paid for by DfT. DfT will provide a Service Owner, Product Owner, technical expertise and Project Management capability. For question “Provide demonstrable evidence of successful completion of an alpha GDS assessment in an equivalent complex data project”, please could you confirm if an internally run GDS assessment is acceptable as an example? (The majority of data projects are unlikely be externally assessed). Yes this will be acceptable providing the example demonstrates how a service has been taken through a live GDS service assessment.Internal assessments should be performed by external third parties to provide impartiality. 7. For question “Provide demonstrable evidence of your experience of designing and implementing data management based on a web workflow [data architects]” please could you elaborate on what you mean by “data management” in the context of this project? Examples of sorts of projects that could be used to illustrate experience in data management include: • Accounting and payment platforms• Analytics tools• Customer relationship management (CRM) software• Data Warehouse systems• Marketing channels / technology systems 8. Please accept our apologies that the reference to data architects is not more clearly stated. Please indicate in your experience example(s) how data architects were involved in these projects. 9. During Alpha, there is a noted decision point when DfT decide whether the data repository is Government or Supplier supplied. If the former, the notice sets out an expectation the data repository is prototyped during Alpha. Can the resource profile be revised at this point to accommodate the preferred option? Or, should 2 resource profiles be submitted to reflect either option at stage 1? DfT would like bidders to provided two suggested resource profiles. This will be require as part of your proposal at stage 2.
