Oslo Municipality, c/o the Department of Finance, hereafter called the contracting authority, invites tenderers to an open tender contest for the procurement of a framework agreement for consultancy services for external quality assurance of major investment projects. Lot 1: Oslo Municipality, c/o the Department of Finance, hereafter called the contracting authority, invites tenderers to an open tender contest for the procurement of a framework agreement for consultancy services for external quality assurance of major investment projects. The aim of the procurement is primarily to have access to consultants who can undertake external quality assurance of projects in accordance with the investment process (QA1 of the concept choice review and QA2 of the management document and preliminary project). In addition, call-offs can be made for: — external quality assurance of projects with a lower cost limit; — external quality assurance of projects with government or other public partial financing, and/or government or other public engagement in the form of liability; etc., — assistance with external quality assurance of other parts of the projects. There can be quality assurance in the initiation phase or the implementation phase, — external quality assurance of requirement plans and standard requirements specification, or a need to carry out supplementary analyses, reviews or practical trials in order to update or improve the decision and management basis, amongst other things; — assignments connected to specific parts of the projects' documents and deliveries, as well as quality assurance of the contracting authority's and any management group's follow-up of the project; — assistance with the further development and implementation of and compliance with the municipality's project methodology. Parallel framework agreement signed with 4-7 tenderers. Financially the framework agreement is estimated to have a total extent of NOK 3-20 million a year. The estimate is based on approx. 15-20 assignments a year for QA1 or QA2, with individual values of between approx. NOK 200 000 and NOK 1 000 000 excluding VAT. The expectation is that assignments for other quality assurance of projects and the development and implementation of methods will be of a lesser extent than quality assurance services for QA1 and QA2. The estimated value is not binding for the contracting authority. The framework agreement does not involve any procurement obligation.
