Regulation 32 has been used for reasons of extreme urgency brought about by events unforeseeable by the contracting authorities to award a framework to deliver Health and social care requirements in response to the Covid-19 pandemic. An Open framework for health and social care requirements has been put in place. The services to which this relates fall within the Light Touch Regime stated in the Public Contracts Regulations 2015 (the Regulations) and have been designed to respond to emergency situations as a direct result of the Covid-19 pandemic. NHS North Hampshire Clinical Commissioning Group is the lead commissioner/contracting authority. South of England Procurement Services are the host of the framework on behalf of the stakeholder contracting authorities. All NHS Clinical Commissioning Groups, NHS Mental Health Trusts, NHS Hospital Trusts, NHS Community Trusts, as well as local authorities within the county’s of Hampshire, Isle of Wight and Surrey. All NHS Clinical Commissioning Groups, NHS Mental Health Trusts, NHS Hospital Trusts, NHS Community Trusts, as well as local authorities within the county’s of Hampshire, Isle of Wight and Surrey are stakeholder contracting authorities that can utilise the framework to purchase Health and social care as part of the Covid response measures. The framework is an open framework which means providers can be added following the completion of an accreditation process. Each contracting authorities individual health and social care requirements will be procured following a mini competition process under the framework terms. As this is a framework in response to the Covid- 19 pandemic as such the contracting authorities are unable to accurately forecast estimated expenditure or the number of competitive processes that will be issued under the framework. The levels of care covered by the open framework are: Level 1: Domiciliary care, Level 2: Standard live — in care, Level 3: Enhanced live — in care, Level 4: Therapy support. As of the 23rd April there are currently 23 health and social care providers on the framework.
