The Northern Ireland Authority for Utility Regulation (Utility Regulator, also referred to as UR) is a non-ministerial government department responsible for regulating the electricity, gas, water and sewerage industries in Northern Ireland. The Market Monitoring Unit (MMU) within the Wholesale Markets Directorate of the Utility Regulator has responsibility for monitoring the Single Electricity Market (SEM) on behalf of both the Utility Regulator and CRU. In order to effectively and efficiently carry out this role, the MMU require daily and historical fuel market price information including, Gas, Coal, Carbon Emissions, Distillate, Heavy Fuel Oil and Oil prices alongside daily FX rates. The Utility Regulator wishes to appoint a Contractor to provide a 3-year subscription, paid annually, which provides the MMU with daily data giving the ability to track and use global fuel prices to analyse their effect on electricity price formation within the SEM. The data will, on occasions, also be used by other UR directorates including, but not limited to, the UR Retail Directorate in order to explain tariff movements – see specification document for further details on requirements.
