North of England Commissioning Support (NECS) are working for, and on behalf of, NHS South Tyneside Clinical Commissioning Group (CCG), who wish to commission the provision of a no-scalpel vasectomy service for patients registered with a NHS South Tyneside CCG GP. The contract term will be 3 years with an option to extend for a further 2 years subject to satisfactory financial and contractual performance from 1 September 2020. The initial contract term will commence on 1 September 2020, ending on 31 August 2023. The extension period, which will be awarded at the discretion of the CCG will commence on 1 September 2023 ending on 31 August 2025. NECS is managing the procurement process for and on behalf of NHS South Tyneside CCG. NECS is utilising an electronic tendering tool to manage this procurement and communicate with potential providers. Accordingly, there will be no hard copy documents issued to potential providers, and all communications and submissions will be conducted via the In-Tend Portal https://in-tendhost.co.uk/nhsnecsu/aspx/Home. The aims and objective of the service are to: — provide a quality, local, community vasectomy service; — provide services that comply with accepted best practice, relevant guidelines in clinical practice and robust governance arrangements; — provide a complete, holistic, patient focussed care package; including pre and post-operative care, information, advice and counselling; — provide an opportunity for men’s health promotion; — ensure consistent and continuous care between health professionals, and effective and efficient communication; — improve access and convenience for service users. Under the Public Services (Social Value) Act 2012 the contracting authority must consider: how, what is proposed to be procured, might improve the economic, social and environmental well-being of the relevant area; and how, in conducting the process of procurement, it might act with a view to securing the improvement. This will be tested via the response to the tender. The Transfer of Undertakings (Protection of Employment) Regulations 2006 (as amended) may apply. Bidders are advised to obtain their own legal advice and carry out due diligence including the New Fair Deal non-statutory policy setting out how pensions issues are to be dealt with when staff are compulsorily transferred from the public sector to independent providers delivering public services.
