Narvik kommune [Narvik municipality] merged with Ballangen kommune [Ballangen municipality] and half of Tysfjord kommune [Tysfjord municipality] from 1 January 2020. Narvik municipality needs to procure a new tool for budgeting and financial management. It is essential in this context that the tool supports the requirement that the municipality has for digitising and provides benefits in relation to work processes and efficiency. Narvik municipality needs to procure a system that lets them integrate with the existing financial system and will be used within the following primary areas: cost-analysis, demographic analysis, demographic costs, budgeting, digital financial plan and economic reporting with goal achievement. The system for analysis must facilitate point-of-view analysis and analysis of service quality based on Kostra-reporting in addition to other public data sources and indicators that are assumed to be integrated in the solution. The system must be comprehensive for analysis and business management for the entire organisation, hereunder a business plan with follow-up of goal achievement. The system must also offer the possibility for production of easily understood and informative budget document, planning documents and reports for publication on the internet. The system must cover the budget process up until the municipal council's final budget adoption. The tool will support economic reporting on a unit level, as well as aggregated reporting such as quarterly reports, tertial reports and annual reports. We would like support for an analysis of and detailing the annual budget. The system must have the functionality to import from recognised file formats and must support processing of both text and number materials. The system is intended to be used by economists, managers and advisers at different levels in the organisation. It is preferable to have a comprehensive tool where one can follow-up goals, plans, political undertakings and measures, as well as follow-up of budget and goal achievement and reporting of these. The digital tool will be utilised to ensure that the business can follow-up the adopted management and financial plan in-line with the goals of the municipal plan. Overview of measures and management plans for goal achievement in the municipal plan, based on the UN's sustainability goals, it should be possible to award assignments, strategies, tasks, deadlines to those responsible, through using different sub-goals. Sub-goals must be able to be followed-up with goal indicators that are ten reporting in relation to the goals of the municipal plan, financial plan and annual budget.
