Description
The Grangegorman Development Agency (Agency) has the responsibility for the urban and social renewal of a c.30ha site at Grangegorman, Dublin 7 as defined the Grangegorman Development Agency Act 2005. Since 2006 – along with and behalf of its statutory stakeholders – the Agency has delivered multiple capital development projects at Grangegorman for a range of statutory stakeholders. These stakeholders include the Health Service Executive, Technological University Dublin (TU Dublin), amongst others. As a public sector Contracting Authority, the Agency – together with our stakeholder TU Dublin –intends on conducting ‘Preliminary Market Consultations’ with interested potential Development Partners for a possible ‘Property Exchange Project’. As allowed for under Article 40 of Directive 2014/24/EU, these consultations are proposed by the Agency for following purposes: i. Obtaining a clear picture of works and services that are available to deliver a possible ‘Property Exchange Project’ for the Agency; ii. To potentially refine the Agency’s objectives; and iii. To inform economic operators about the potential upcoming tender in this regard in a manner of equal treatment and transparency. It will be done through formal consultations with potential bidders through direct contact. The Agency is an aegis body of the Irish Government’s Department of Further and Higher Education, Research, Innovation and Science. It is located at Park House, Floor 4, 191 North Circular Road. D07 EWV4 The main location of the potential service and works is Grangegorman, Dublin 7. In outline, the Property Exchange Project (Fig A ) involves the construction of a c.21,000m2 new higher education building – the ‘West Quad’ – on lands owned by the Agency in Grangegorman, in exchange for the title to other lands at Aungier Street, Dublin 2 which are in the ownership of TU Dublin and are presently in use by the TU Dublin. The West Quad building is designed in accordance with general requirements of the Capital Works Management Framework Work Stage (iii) – Tender Action, to the level of detail generally prescribed by the CWMF for projects delivered by the Public Works – Contract Form 2 – Building Works designed by the Contractor. The West Quad Works Requirements reflect this. The Contracting Authority for this project will comprise the Agency and TU Dublin. A ‘Contract for Sale’ and a ‘Development Agreement’ will constitute the contractual relationship between the Contracting Authority and the Development Partner. The Development Partner must comprise a sufficiently funded Developer/ Developer and a Funder, and Works Contractor with appropriate construction and design competence required to execute the West Quad as defined in the Works Requirements, which would be expected to be combined to form a single legal and corporate entity for the purposes of the PropEx, and with demonstrable capacity to deliver same. This notice is not being used as a means of calling for competition. It is intended only as a means of calling for interested parties to participate in Preliminary Market Consultations. Should the project proceed to competition stage, it is presently anticipated to take the form of a Competitive Dialogue process. In this regard, the following factors will be considered be the Agency for inclusion/ participation in the Preliminary Market Consultations: The prior experience (of potential consultations participants) of delivering projects of a similar scale, nature, and complexity. Therefore, expressions of interest must set out – in the body of their email response – the following information: i. Participant Company name: Including all other relevant company names where a consortium is proposed. ii. Participant lead contact: Full name, email address, mobile telephone number iii. Participant experience: Description of relevant prior experience to include the scale (m2), nature (development typology) and complexity (basic description). No more than three project are to be included) The Agency reserves the right to limit the number of participants. Parties must register their expression of interest in the Preliminary Market Consultations by via email only to procurement@ggda.ie, and no later than the time and date stipulated. It is presently the intention of the Agency to conduct the Preliminary Market Consultations in person at the offices of the Agency over a one or two-week period commencing June 12, 2023. Expressions of interest must be in the English language – only. The Agency is responsible for the review procedure of expressions of interest. END
