Description

The scope for this procurement project is the development of a national framework agreement for half-hourly electricity meter reading with data aggregation and data collection of readings which are then transferred to the NHSS system and communicated to the NHSS's electricity provider to be used as the basis of the bills issued to the Health Boards. The reading of automated meter readers (AMRs) and the provision of data read from the meters is regulated. All relevant profile class sites are included, currently 00, 05, 06, 07 and 08. The Common Services Agency (more commonly known as National Services Scotland) (‘the Authority’) acting through its division National Procurement, is undertaking this procurement for a 7+3 year framework agreement to provide half-hourly consumption data to NHSS and the NHSS's electricity supplier for all sites which fall into the relevant profile classes as regulated, through the supply, maintenance and operation of automated meter readers, the reading, collection and aggregation of half-hourly consumption data and the provision of this data to NHSS and the NHSS's electricity supplier accurately and reliably on behalf of all entities constituted pursuant to the National Health Service (Scotland) Act 1978, (i.e. all NHS Scotland Health Boards, Special Health Boards and the Authority or other NHS Organisation established pursuant to the NHS (Scotland) Act 1978), any integrated Joint Boards established pursuant to the new Public Bodies (Joint Working) Scotland Act 2014 (collectively hereafter referred to as ‘Participating Authorities’), and any PFI providers for NHSS, GPs, dental practices and CHPs who wish to use the framework agreement. Current regulations require energy suppliers to provide more detailed energy use data — half-hourly (HH) consumption data — on certain sites to calculate customer bills using advanced Automatic Meter Reading (AMR) meters and the Contractor is required to provide, operate and maintain the AMRs, collect and aggregate the half-hourly readings and provide half hourly consumption data to the various NHS Scotland Health Boards and NHS Scotland's electricity supplier. The primary objective of the Framework Agreement is to provide accurate and reliable half-hourly consumption data to the various NHS Scotland Health Boards and NHS Scotland's electricity supplier. The contractor is required to maintain a high level of reliability with regard to MOP services, Data Collection (DC), Data Aggregation (DA) and data provision (DP) to users and the NHSS electricity supplier whilst achieving best value for money for the services.
