Description

Solihull Council is seeking to procure and implement a joined-up social care information system for Adults, Children's, Finance & Contracts that will meet current and future business requirements, and enable more integrated approaches with the whole family, transition from child to adult, contracts, commitments and forecasting. The new solution needs to align to the following principles: The Solution will be commercially off the shelf and ready for immediate deployment. The user / provider / client / professional must be able to access the right information at the right time and in the right place, supporting Paper Free at Point of Collection. Economies of scale and efficiencies are to be leveraged from having fewer separate satellite systems / suppliers, on the premise complex Social Work can be supported by simple systems. Users of the solution will be trained to ensure the integrity of the solution is optimised, this will lead to improvements in data accuracy and therefore high quality management information. Digital interfaces wherever possible and practical will be used to reduce the need to re-enter data and to ensure the most up to date information available is always reflected. Data is the most important asset we have. We will collect it once as close to the point of contact as possible and re-use it or share it as appropriate, and we will migrate the appropriate amount of data at the right quality from our current solution(s). Management Information and Intelligent Insight is to be available throughout from automated statutory returns to ad-hoc management cause and effect analysis and modelling. Information Security is of high concern however with the right tools and levels of security this should not present barriers that restrict appropriate access where there is a need. This includes data sharing and joined up working where client and none Council staff can see and contribute to the information system as required. We are therefore looking to work with a supplier who has the capability to deliver to these principles, respond to government and legislative changes and through an innovative approach iteratively and incrementally develop the solution.
