Quotation for Procurement and ITT Specification Development

Description

The Cheshire & Warrington Growth Hub (www.candwgrowthhub.co.uk) run by Blue Orchid Enterprise Services Ltd, wish to commission consultants to help develop a tender specification for publication in the Official Journal for the European Union (OJEU). The tender builds on the issuing on the 15th January 2016 of a Prior Information Notice (PIN) for the delivery of business support services encompassing: business growth. Please see attachments for further information. The requirements for quotation include: • Working with the Growth Hub to develop an EU/OJEU compliant tender for OJEU publication. • Development of the full tender specification comprising: o Development of the Pre-qualification Tender – questions, scoring, evaluation criteria. o Development of Full Tender specification for the four lots identified in the PIN – questions, scoring, evaluation criteria, guidance notes etc. o Attendance at Stakeholder group meetings – LEP, Local Authorities etc. • Ensuring the tender specification and issuing is fully compliant with OJEU level procurements (i.e. above £150,000). The Growth Hub will be responsible for tender publication, management of queries, validation of responses, appraisal and award processes. Interested parties are requested to provide the following written response (by email to procurement@candwgrowthhub.co.uk) • Copy of Curriculum Vitae • Outline of previous experience/knowledge of ERDF processes, EU Procurement, Specification Development with case studies as required. • Available time for a short telephone interview if required. • Day Rate and Expected Total Days Required to Complete the Assignment.
