Wigan Council is seeking a contractor for the haulage and treatment of road sweepings and gully waste. Generally, collection quantities are expected to be an average of approximately 250 tonnes per month, however this figure is indicative only and actual collection quantities may vary. The service requires the waste to be processed to achieve the highest level of recycling and recovery possible. The provider's facility will be expected to be able to accept and treat road sweeping and gully waste material and the provider's guaranteed recycling rate must meet waste data flow reporting requirements. The contract will initially run for a period of 3 years and may be extended for two further periods of 12 months each. The service requires the waste to be processed to achieve the highest level of recycling and recovery possible. The provider's facility will be expected to be able to accept and treat road sweeping and gully waste material and the provider's guaranteed recycling rate must meet waste data flow reporting requirements. Wigan Council operates in house services for waste, street cleansing and highways that result in significant quantities of street sweeping and gully emptying waste. This waste is deposited at Wigan Council's Makerfield Way Depot in Ince, Wigan. Vehicles depositing waste will reverse to the top of a bunker and deposit the material onto an incline. The waste is allowed to stand for a period of time allowing up to approximately 35 % by weight to drain off leaving the remaining 65 % for removal. The amount of material lost may vary considerably depending on the moisture content of the incoming material and the general conditions. The invitation to tender document contains a breakdown of street sweeping and gully waste collected by Wigan Council by month during 2016 and 2017 and quantities subsequently collected from the depot. There are significant variations due in part to seasonality but also to ad-hoc gully emptying or cleansing operations that may result in significantly more waste. In particular the quantity of leaf litter will rise significantly over the Autumn period. The area at Makerfield Way Depot designated to the storage of road sweepings and gully waste is relatively small, therefore frequent, sometimes daily removal is required. In addition, loading takes place in an area where space is restricted, with loading activity potentially impinging on the site's main one way vehicular traffic route. Traffic flow through the site may be maintained uninterrupted where an eight wheeler vehicle is used. It is intended that the contract will commence in October 2018 and run for a period of 3 years, with an option to extend by Wigan Council for two further periods of 12 months each.
