The Health and Welfare Section has invested in the implementation of Full-time employment as the norm [Heltid some norm] for operations during 2017-2028. The goal of the municipal organisation is to develop a full-time employment culture and 100% positions as the norm throughout the organisation. In cooperation with the research institute Fafo, the administration has applied for and been awarded funds for research and development of a full-time employment culture from two authorities. A pilot project with increased basic staffing and sick leave will be implemented at two nursery schools during 2023. Fafo contributes with follow-up research in all phases of the project with the aim of evaluating in the form of a report in 2024. Basic staffing is a core element of full-time employment, and in that sense, the pilot project can contribute to increased knowledge in this area. The knowledge basis from the pilot project will be able to benefit more municipalities beyond Fredrikstad in the long term. Lot 1: Research and development project: The Health and Welfare Section has invested in the implementation of Full-time employment as the norm [Heltid some norm] for operations during 2017-2028. In cooperation with the research institute Fafo, the administration has applied for and been awarded funds for research and development of a full-time employment culture from two authorities. These are the Norwegian Association of Local and Regional Authorities' organisation [kommunesektorens organisasjon (KS)] and the Research Council of Norway [Norges Forskningsråd (NFR)]. Both applications originated from the development work that was implemented in the Health and Welfare Section. In 2020, research support was awarded from the Research Council of Norway for the preliminary project of the main project from the HELSEVEL program for the period 2020 - 2024. HELT FRAM - A new path towards full-time employment culture in the municipal sector. - The project bank (forskningsradet.no). The project involves the implementation of innovative interdisciplinary dialogue and reflection methodology as a basis for significantly improved services, processes and organisational and management forms in the municipalities. A pilot project with increased basic staffing and sick leave will be implemented at two nursery schools during 2023. Fafo contributes with follow-up research in all phases of the project with the aim of evaluating in the form of a report in 2024. The research project falls under the exemption § 2-5 of the Public Procurement Regulations. Nevertheless, Fredrikstad municipality has chosen to announce a voluntary ex-ante transparency notice in accordance with part III cf. the Public Procurement Regulations.
