About adding context and requirements test Pre-market engagement None Work done so far The initiation and early design phase of the project began in January 2024, with user centred design activities taking place and early design due to be completed by the end of April. The project has developed a Digital Solution Vision (DSV), which is due to be progressed to High-Level Solution Approach (HLSA) by June and High-Level Design (HLD) by August. Which phase the project is in Discovery Existing team The existing processes in place to support this service are either paper-based or completed via legacy case management systems. Supplier’s premises Remote working Working arrangements HMCTS services are built to government service standards using a Scaled Agile Framework (SAFe) essential. SOW’s will be issued to define the development outcomes of each project phase and typically span three to six months. For any work performed at a non-base location and outside London (outside of the M25), all reasonable travel and expenses costs shall be met in accordance with the rates set out in the MoJ travel and subsistence policy. All expenses will require prior approval from HMCTS before being reimbursed. The hours of delivery for this service are: i. Deliver the outcomes and roadmap in line with the SOW within hours determined by the supplier on a routine basis with occasional Extended and Out of Hours support to meet development and release schedule. CORE HOURS FOR HMCTS Functional and non-functional testing support between on a routine basis with occasional support out of hours in line with feature delivery and release schedules. Provide more information about your security requirements: Baseline Personnel Security Standard (BPSS) Latest start date 2024-07-24 Enter the expected contract length: 2 years Extension period: 1 year Special terms and conditions The initial Statement-of-Work (SOW) will be Capped Time & Materials, but the Buyer reserves the right to use alternative payment mechanisms such as Fixed-Price, Incremental Fixed Price or Time & Materials for future SOWs. Special terms and conditions Suppliers shall provide transparency on the rates paid to resources and third parties in the supply-chain on request enabling full visibility of charges and costs including overheads and profit-margin in an auditable form. Special terms and conditions The project will require a short onboarding period of 2-weeks to begin knowledge transfer and enable continuation of discovery and proof of concept activities already underway. There will be an up to 4-week transition period working in conjunction with existing service providers. Special terms and conditions Projects will use a monthly project performance dashboard to measure Supplier performance and to agree rectification plans where appropriate. Special terms and conditions HMCTS will shortly also be launching a competition to provide discrete and separate Quality Assurance (QA) and Architecture services for the Renters Reform Implementation Project. To keep the segregation of duties a supplier will not be permitted to be awarded or deliver both contracts. The estimated value of the QA/Architecture Contracts is £5,000,000. There is expected to be some overlap in the procurement process so potential bidders should consider which service(s) they wish to bid for. The Authority can confirm that in both cases the contract will be offered to the highest scoring bidder, but in terms of this competition, should they also be the highest scoring bidder for the QA/Architecture contract and inform the Authority that they instead wish to deliver that Contract , the Authority reserves the right to award this service to the second highest scoring bidder. Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work HMCTS requires a flexible, outcome based Managed Service, meeting outcomes to timescales, budget, and government service standards, delivering digital services to users of the Courts & Tribunals Justice system including design, development, and initial testing of services. This work is specifically envisaged for the Property & Possession Services, which are two jurisdictions within HMCTS, initially but may cover other areas of the HMCTS digital development delivery if applicable. Services are envisaged to include a staged transition into business as usual as projects complete. Currently the Project has a small rainbow design and development teams undertaking pre-discovery with each specialising in their individual area of service. Also including: • Digital processes which prevent errors for citizens and users, which can lead to adjournments, delays, and frustration. • Digital uploading of evidence during the application process, which saves users time and effort compared to paper-based processes. • A digital system that enables users to be more prepared at different stages of the process, through improved provision of guidance and digital reminder being automated. • A digital system that accurately captures necessary data and produces efficient management information for HMCTS. • A digital system that integrates with other HMCTS products to enable a fully digital end-to-end. The business problem you need to solve The key deliverable for the Project, is to meet the strategic objective to provide a future proofed service, which is stable, has reliable outcomes, swifter, adaptable and provides more certainty. In addition, there may be a need to undertake similar work for the remainder of the HMCTS Reform Programme. This programme, which is scheduled to finish in March 2025 continues to develop efficient, proportionate, and accessible services that provide people with access to justice via their channel of choice. Court and tribunal services must work for all their users. HMCTS is seeking a managed service provider to ensure that high quality digital services are developed for the Property & Possession services, and other areas of reform if applicable, that are simple, easy to use and meet the government service standard. The managed service provider will be responsible for delivering the outcomes as specified in the contract and Statement of Work (SOW).
