Support Services for Expert Knowledge Elicitation – OC/EFSA/MESE/2022/05

Description

The overall aim of this procedure is to provide support services for the phases of expert knowledge elicitation as input into EFSA outputs using EFSAs expert knowledge elicitation methods, but also any other EKE method with a defined protocol, depending on the specific request, the type of question, the available resources (e.g. time, staff involvement, etc.) and number of elicited experts in specific EFSA areas like chemical risk assessment; microbial risk assessment; environmental risk assessment; human nutrition; animal health and welfare risk assessment; plant health risk assessment. This award notice only concerns lot 4 – specific support for expert knowledge elicitations in animal health and animal welfare risk assessment. Lot 4: Lot 4 – Specific Support for Expert Knowledge Elicitations in Animal Health and Animal Welfare Risk Assessment Type of FWC: multiple FWC in cascade. Maximum number of possible framework contractors: 3. Place of performance: EFSA premises / contractor’s premises. Duration of FWC: 1 year + automatic renewal up to three times for an overall maximum duration of 4 consecutive years. Budget information. The financial ceilings available for specific contracts / order forms for lot 4 ‘Animal Health and Welfare’ under the framework contract are EUR 200 000. A contingency of 10 % and possible price indexations are already included in these ceilings. Possible increase of FWC envelope. In accordance with Annex I, Section 2, article 11.1 e) of the Financial Regulation, EFSA reserves the right to launch a future negotiated procedure with the contractor chosen as a result of this call for tender, for new services consisting in the repetition of similar services during the three years following the signature of the original framework contract. The increase will not go beyond 50 % of the original envelope of EUR 300 000 for lot 1, EUR 200 000 for lot 2, EUR 200 000 for lot 3, EUR 200 000 for lot 4. Price indexation. The mechanism for the indexation of prices is set out in the draft framework contract. Framework contract implementation modalities. The framework contract will be implemented using specific contracts / order forms, awarded through a cascade procedure.
