ComReg T20517 Pre-Qualification Questionnaire (PQQ) For the provision of Business Central Development and Support to ComReg. This is stage One of the Restricted Procedure, the PQQ Call for Competition. Please refer to Contract Documents on eTenders CFT 5310888 in order to prepare and upload Response Document to this PQQ. Please save all Response Documentation into ONE ZIP File and upload as per eTenders requirements. ComReg is issuing this PQQ dated 4 April 2025 as the first stage of the process under the restricted procedure (the "Competition"). Candidates are invited to submit PQQ Responses in accordance with the requirements of this PQQ. This Competition is conducted in accordance with Directive 2014/24/EU on public procurement (the “Directive”), as transposed into Irish law by the European Union (Award of Public Authority Contracts) Regulations 2016 (S.I. 284 of 2016) (the "Regulations"), and has been advertised on www.etenders.gov.ie and in the Official Journal of the European Union ("OJEU") TED. The PQQ sets out the information required by ComReg in order to assess the suitability of Candidates to provide the services required by ComReg, in terms of their economic and financial standing and technical and professional capability/knowledge. Candidates will be evaluated on the basis of their completed PQQs. The selection process will be undertaken in accordance with the process set out in this PQQ. It is envisaged that, where feasible, a minimum of three (3) of the top scoring Candidates who satisfy the minimum pre-qualification criteria set out in this PQQ will be “pre-qualified” and invited to participate in the next and final stage in this tender process (the "Tender Phase"). As per 1.3 of PQQ: ComReg proposes to award a services contract (the "Services Contract") on conclusion of the Competition for a term of Three (3) years (the "Term”). As per 1.4 of PQQ: The Contracting Authority reserves the right to extend the Term for a period or periods of up to One (1) year with a maximum of two such extensions on the same terms and conditions, subject to the Contracting Authority’s obligations at law. Estimated value of proposed Contract ( initial 3 years and optional 2 years) may amount to EURO 350,000.
