Description

Work done so far We have already had similar call off contracts to this for the past 6 years. This call-off model works well to support a range of DHSC capability needs and project types. A range of pre-discovery, discovery and alpha work as well as standalone pieces have been done under this contract. Deliverables from previous phases would always be made available to the supplier if they were working on a subsequent or follow-on phase of delivery for the same project. Which phase the project is in Not applicable Existing team You will be working with the DHSC Digital Transformation team, and DHSC policy and data teams. You could potentially also work with some of the the Department's smaller arms-length bodies, alongside the Digital Transformation team. You will not primarily be working with NHS England delivery teams or with NHS frontline (trusts, ICBs etc). Address where the work will be done The work can be performed remotely from any UK location, but it will be coordinated by staff in DHSC's London office (39 Victoria Street) and Leeds office (Quarry House). Travel to a DHSC office (for example for a workshop) or a site visit (for example for user research) will frequently be required and will be detailed in each statement of work. Suppliers must be able to co-locate for some activities (e.g. kick offs, workshops) when this is required. Data must be UK/EU based, delivery and development must be UK-based. Working arrangements Work may be carried out from multiple locations including the supplier’s office(s). Attendance at DHSC offices in London and Leeds may be required for meetings ands workshops, as well as travel to other locations in England for user research activities. Individuals will work as part of existing multidisciplinary teams with DHSC staff or will form full teams when required. Travel to any DHSC office may be required and will be detailed under each SOW. Teams must work in alignment with the Service Standard and/or Technology Code of Practice. Suppliers should note that this is an 2 year call-off contract during which time work packages will be released to the successful supplier. There is no guaranteed volume of work or minimum contract value during the operating period of the call-off contract. Most work is expected to cover one or two phases, with most statements of work expected to be in discovery and alpha. Private beta, public beta, and early live support is in scope but are expected to be less required under this contract. Ongoing support and maintenance of live services is not in scope. Through individual statements of work, you will either provide full multidisciplinary teams or specific digital, data and technology capabilities, usually as part of a rainbow team, to support the delivery of digital and technology services and deliver successful outcomes in a specific phase of agile delivery. DHSC has a varied and diverse portfolio of small services. We enable DHSC and its partners to design and deliver excellent services that meet user needs and priority policy objectives. Much of our work is focused on the discovery and alpha phases, although end-to-end capabilities will be required. Where the supplied staff will work No specific location (for example they can work remotely) Why the work is being done The Digital Transformation team enables DHSC and its partners to design and deliver excellent services that meet user needs and priority policy objectives. We work with DHSC policy teams to ensure digital delivery and policy intent are tackled simultaneously. We expect this contract to fulfil two types of need: 1) Capability to supplement multidisciplinary digital teams on priority deliverables 2) The formation of full phase agile multidisciplinary teams to deliver outcomes (primarily in, but not restricted to, discovery and alpha phases) The main capabilities for the proposed contract are: ● design (service design, interaction design, content design) ● user research ● product and delivery management ● solution design/technical architecture ● business analysis Less frequently required: ● software development ● performance analysis and data Through Statements of Work (SoW), this contract will allow DHSC to engage digital specialists or full teams who will work in an agile way with civil servants, and where necessary other suppliers, to provide additional skills and capabilities to deliver digital projects, programmes or stand-alone pieces of work. The business problem you need to solve The Digital Transformation team is supporting user centred service design and digital transformation across a growing number of programmes and service areas. The successful supplier will support in three different areas: 1. Working with the Digital Transformation team, including as a strategic partner, to support policy teams in researching, designing and delivering digital services 2. Growing demand for digital specialist capability means we need experts in user centred design, product, delivery, business analysis, technical architecture, data architecture and other digital and technology skills. We would like to increase our capacity to deliver and advise on user-centred services that meet cross government and NHS service standard requirements. 3. Build digital capability for staff in DHSC, so we can deliver successful, user-centred digital services. We are looking for a partner that has experience across all phases of agile delivery. However, most pieces of work called off through this contract will be in the discovery or alpha phases.
