Islington Council invites suitable expressions of interest from suppliers for the manufacture and installation of a trade effluent treatment facility at the Islington Waste Recycling Centre. Current status / Background. Trade effluent discharge from the facility currently does not consistently comply with statutory consents (Water Industry Act 1991) and additional treatment is required to ensure full compliance. The requirement. Design, supply and install a suitable trade effluent treatment facility to ensure full compliance with the consent limits set by Thames Water: The trade effluent shall not contain any of the substances listed below at a concentration expressed in milligrams per litre greater than that stated: Settleable Solids: 1000 Chemical Oxygen Demand: 1000 Saponifiable Oil or Grease: 300 Unsaponifiable Oli or Grease: 50 Ammoniacal Nitrogen: 35 Rapidly Settleable Solids: 100 Phosphate: 8 Lots The contract will not be split into lots. TUPE [Transfer of Undertakings (Protection of Employment) Regulations] Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the invitation to tender. Contract Period The contract period will be for four (4) months from an estimated start date 1.3.2016. Contract Value The estimated total value of this contract is 200 000 GBP over the maximum four months term of the contract. However the Council is confident the bids received will be lower than the estimated value. Award criteria The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT for this contract is quality 60 % and cost 40 %. Further details will be provided in the invitation to tender. Cost 40 % Quality 60 %, made up of: Proposed approach to the key stages of the project from award of contract through site possession, mobilisation and practical completion stages of the contract. (20 %) Proposed approach to site management, including ensuring timely completion and consultation with building management. (20 %) Proposed approach to health and safety, ensuring a safe environment for building users to allow for continuous building use. (10 %) Proposed approach to collaboration with the design team to cover all aspects of communication on site and relaying information regarding snags or delays (10 %) Total 100 % Tenderers should be aware that we reserve the right to hold site visits and/or presentations and/or interviews during the tender process. Site visits and/or presentations and/or interviews will be for verification/clarification purposes of the written submission. We reserve the right to interview leading bidders. Procurement Process This contract is over the Official Journal of the European Union (OJEU) threshold. This contract will be procured using the Open Procedure. The Open Procedure means that all bidders who successfully express an interest will automatically be invited to tender and have access to the tender documents. Deadlines The deadline for expressions of interest is: midday on 28.1.2016 Submission of Tender documents by: midday on 29.1.2016 Late submissions will not be accepted. Commercially sensitive information will be redacted from documentation. What constitutes commercially sensitive information is a matter for the council's sole discretion. However, tenderers will be invited to identify information they consider to be commercially sensitive in their tender return and this will be taken into account in the council forming a view.
