Summary of the work Tate requires a supplier to work with their Digital team in order to replace the CMS for www.tate.org.uk. A roadmap has been produced which the successful supplier would be expected to deliver, and identifies key project requirements as well as outlining methods in which the supplier could approach this task. Expected Contract Length 12 months Latest start date Saturday 18 January 2020 Budget Range £130,000 - £160,000 Why the Work is Being Done Digital transformation - modernisation of Tate's technical infrastructure. Problem to Be Solved Tate Galleries' current website CMS is reaching end of life and needs replacing. A replacement product has been identified, and a recommended approach for platform migration has been developed which is detailed in a roadmap document. The successful Supplier will need to deliver the CMS replacement project in line with the key requirements and technical approach detailed in the roadmap document. Who Are the Users The users of the replacement CMS are digital editors at Tate, who produce and publish online content for Tate's audiences. Additionally, Tate's technical team also "use" the CMS, inasmuch as they maintain and develop it. As a digital editor / member of the technical team at Tate, I require Tate's current CMS to be replaced by a modern CMS platform that is easy to use while retaining key taxonomic conventions from the existing system. This CMS will; • Support smoother and richer editorial workflows, allowing content teams to work more efficiently and with greater creative freedom • Minimise complexity, allowing technical teams to spend less time on maintenance and to focus on new features or improvements • Provide a solid foundation to support Tate’s Digital strategy over the coming years, supporting new and more engaging online experiences for a wider range of audiences. Early Market Engagement n/a Work Already Done A full roadmap document has been produced which describes the range of technical approaches that could be taken in order to deliver this replacement work. A candidate CMS product has also been identified. Prior to preparing their response, suppliers must request and then refer to an Information Pack which states the chosen product and details key elements from the roadmap document. For clarity, responses should detail how suppliers would undertake the workstreams specified in the roadmap document, rather than seek to amend the roadmap proposed or product choice made. Existing Team Product and Development team (web developers, QA Tester, UX and Product Manager, Designer, Project Manager, Content Designer) Current Phase Discovery Skills & Experience • Have experience with CMS re-platforming projects . • In house CMS specialism or experience of working with a CMS specialist agency whose expertise could be brought into the project. • Proven ability in technical consultancy • Proven ability to work with in-house technical teams • Proven ability in project management • Have experience in working with Agile methodology Nice to Haves Experience of delivering projects in an agile, responsive manner Work Location London, UK Working Arrangments Tate Digital make use of Agile (scrum) practices. The Product and Development team would expect to incorporate project work into their sprint cycles. The supplier could structure their work to suit, bearing in mind the Product teams current practices. Technical Project Management would be the responsibility of the supplier. The supplier may wish to subcontract CMS specialists in order to supplement the project team. The latest start date is stated as 18 January 2020 – can you please advise the correct latest start date? The latest start date would be 01 March 2021. 6. Does the scope include the online shop https://shop.tate.org.uk/ No, this is out of scope. 8. Do Tate Galleries have an incumbent supplier? If yes, is that supplier submitting an application for this project? No, there is no incumbent supplier. The present CMS is maintained and developed in-house. 9. Would Tate Galleries consider other CMS options beyond Wagtail, such as Craft? No, as the roadmap has been produced predicated on the choice of Wagtail as the CMS product. As suppliers are required to respond to this roadmap, we would not consider any alternative CMS products. 10. Could you indicate which technology you are expecting to use to make headless work? No decision has yet been taken. 11. It sounds like the migration to Wagtail has already started, is that correct? Only insofar as Wagtail being identified as a replacement product, no migration has yet taken place. 12. Will the supplier be required to take the lead on security issues? No, Tate has security policies and procedures in place. 13. Will the supplier be required to take the lead on any changes required to website analysis? No, Tate will lead on these issues. 14. Does Tate have a preferred approach to migration cutover? Tate would consider both approaches. Suppliers are encouraged to state their approach and rationale in their proposals. 15. Is there a limit to the amount of hours per working week that Tate staff could contribute to this project? Yes. While the migration project is a priority for the Tate team, Tate staff will be required to complete other business critical work while the project is in flight – a factor that suppliers would need to factor into their project plans.
