Description
The Essex Procurement Partnership (EPP), on behalf of Tendring District Council (TDC) is looking to procure a service for the provision of Waste Collection & Disposal to 3 Leisure Centres in the district. The contract is expected to start on 1 April 2026, with a duration of 3 years with an optional extension of 1 + 1 Year. This service is a critical component of TDC’s paid-for waste collection; the existing contract expires on 31st March 2026. The service is statutory under the Environmental Protection Act 1990 and relates to the safe handling, collection, and disposal of hazardous, non-hazardous and washroom waste from centers. This procurement exercise will include 3 locations: - Clacton Leisure Centre, CO15 6DB - Dovercourt Bay Lifestyles, CO12 3TA - Walton-on-the-Naze Lifestyle, CO14 8PZ The waste disposal will encompass several elements: - Bulk General Waste (Inc. Food waste) - Washroom Waste (Sanitary Waste, Nappies, Sharps, Hazardous) - Dry Mixed Recycling Waste Each sites needs are different and suppliers are advised to ensure they understand the need of each sites waste disposal and facilitation requirements . The contract will include the provision of bins by the supplier, collection and disposal. There are currently days scheduled for collection, and suppliers are expected to liaise with the leisure centres upon award of the contract to ensure a smooth transition of services within the mobilisation period. The purpose of this procurement is to secure a reliable, suitably qualified, licensed and efficient partner who will be responsible for the administrative management, timely collection and disposal of waste from commercial centres within the district of Tendring. The supplier will be responsible for the provision, collection and disposal of waste in line with regulations. The government’s English Devolution White Paper, Power and Partnership: Foundations for Growth, published on 16 December 2024, states that the government wants all remaining two-tier areas in England to be eventually restructured into single-tier unitary authorities and is termed Local Government Reorganisation (LGR). This reorganisation is part of a broader devolution strategy to simplify local government structures, save public funds, and improve local accountability. LGR will impact the County of Essex as it currently operates a two-tier Local Government structure. It is anticipated, that during the life of this contract, the LGR process will commence and/or progress potentially impacting this contract. Subject to any LGR legislation and contract modification provisions in the Public Contract Regulations (PCR 2015), impacts may include, but are not limited to, modifications such as a transfer of the legal entity you currently contract with, significant increases and/or decreases in the value/volume of goods/services/works required due to the change in size/scope of the Authority, and/or changes to the scope of the nature of goods/services/works required. Although any contract scope changes should broadly relate to the nature of the existing scope, new goods/services/works of a related nature may be required that were not previously included. The scale and exact timing of the changes are unknown at this point, but it is known that LGR will impact the County of Essex. All suppliers who work with the Authority need to be aware and where possible, work with the Authority to adapt to any changes/modifications as required to ensure smooth transition and continuity of services.
