NHS Test and Trace is the national organisation under the Department for Health and Social Care (DHSC) responsible for conducting Covid-19 testing in response to the Covid-19 pandemic. The organisation currently operates the end-to-end supply chain and logistics to support all Covid-19 testing activities via various channels. In order to be able to significantly scale up the number of daily tests as well as making the operations more efficient, we are looking for an end-to-end management of all associated supply chain and logistics processes along the chain (4PL services). The demand for Covid-19 testing is increasing significantly. NHS Test and Trace is seeking to procure 4PL services to manage and co-ordinate the end-to-end supply chain. For the purposes of clarity, by ‘4PL provider’ we mean an organisation who will be responsible for the co-ordination and integration of Logistics between DHSC and multiple logistics service providers. The ambition of NHS Test and Trace is to ensure that everyone who needs a test in the UK has access to one. This is accomplished by an end-to-end supply chain and logistics spanning the following steps: — material supply including inbound transportation — quality check — warehouse operations — kitting and dispatching — delivery into the channels (homes, satellites, testing stations) — sample return logistics — de-packing operations — sample testing (labs). These services including associated planning and transactional processes needs to be operated at scale and with maximum efficiency. More specifically we are investigating the possibility of a future 4PL partner to undertake the following core activities: — system integration of all executing 3PL parties — order management for all flows — transport management for all flows — lab, warehouse, kitting, packing, de-packing capacity management — incident and exception management — visibility and performance monitoring — logistics invoice management — operating system for all of the above services optional additional activities that are under considerations are: — demand planning — inventory management — purchasing management. We intend to hold a supplier event, likely to be a Webinar, on 22 September (Further details will be provided nearer the time). It will provide those who may be interested in delivering the above services an opportunity to understand our requirements further and highlight key areas of consideration and innovations. We would request that organisations determine who would be best placed to attend.
