Description
The contest concerns the delivery of a turnkey contract for Krødsherad School and Sports Hall. Krødsherad municipality invites turnkey contractors to a two-step contest with negotiations over the EEA threshold value for the project Krødsherad School and Sports Hall. The objective of the tender contest is to procure a turnkey contractor and their contractual partners for the engineering design and possible demolition of the existing buildings, construction and commissioning of the school. An execution model based on a "development contract/collaboration contract" has been chosen for the project. During the contest phase, qualified tenderers will submit a complete "draft project". Qualified tenderers will be remunerated for this. The municipal council in Krødsherad municipality has decided to plan a new school for 1st through 10th years with a sports hall on the site of the current school and municipal building. The municipal building will be retained, and shared functions will be provided wherever possible. Lot 1: The old school can be demolished if appropriate, but the municipal council would like for it to be reused if possible. Subject to political and financial support, Krødsherad municipality intends to enter into an interaction contract with the winner of the contest for the development phase, with the aim of entering into a turnkey contract for the implementation phase. The value of the procurement is estimated at: NOK 150,000,000 excluding VAT. The value is an estimate and is not binding for the contracting authority. The contracting authority reserves the right to make smaller, unsubstantial alterations of the documentation prior to inviting the tenderers to submit tenders. Lots/groups Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered dividing the assignment but has decided that it is not suitable for this type of procurement. Contract The assignment is divided into two phases with two lot:- Phase 1: Development phase where the parties will develop a preliminary project through mutual interaction (See Annex 4 Interaction Contract)- Phase 2: Implementation phase (NS8407) Contractual provisions for NS8407 The contractual relationship will be regulated by NS 8407:2011 with associated documentation and seriousness provisions. The tender documentation annex is part of the contract documentation. Tenderers must familiarise themselves with all the contract terms.
