Partick HA intends to establish a Consultants' Framework Agreement, which will provide the consultancy services it requires to deliver a programme of development, planned maintenance and major repairs projects over 4 years starting in June 2013. The Framework Agreement will be established for 6 professional disciplines: The numbers of consultants admitted to the framework for each discipline will be as follows: Architect (including Landscape Architect) 3 Quantity Surveyor/ Employers Agent 3 Structural Engineer 3 Mechanical and Electrical Engineer 2 Clerk of Works. 2 Construction Design Management 2 The projects for which consultancy services will be required will vary in type, scale, and procurement route. It is not possible to be specific about the total volume or value of the work to be undertaken during the 4-year contract year period. Typically over a 4-year period the Association would expect to be procuring the following types of work. — 2 no new build housing projects with a works cost of c 5 000 000 GBP each. — 8 no major repairs projects, involving work to the common parts of traditional sandstone tenements, with average works cost of 100 000 GBP. — Planned maintenance work with a value of c. 500 000 GBP per annum, including replacing windows, kitchens, bathrooms, central heating systems, door entry systems rewiring, back court improvements and redecoration of common parts. The total estimated value of the works for which consultants are required is likely to be c. 3 200 000 GBP per annum over the 4-year period. However not all projects will require a full design team and the consultancy services required will be tailored to the type and scale of each project. For smaller projects a lead consultant might be appointed from the framework with other disciplines sub-contracted as required. Once the members of the framework are established PHA will purchase consultant services for individual projects under call-off contracts, taking cognisance of each consultant's workload, capacity, specific experience for the type of service being commissioned, recent performance, and framework balance. The number and scale of contracts arising during the contract period cannot be guaranteed in value, scope or in total. The Association is not bound to use the services of any consultants appointed to the framework and being on the framework does not guarantee that any work will be awarded. Consultants applying for admission to the short-list for the Framework Agreement should have experience in the field of specialist housing and general housing needs, and an understanding of the aspirations of residents and occupiers of both public and private sector housing. Consultants should be able to demonstrate experience or capability in designing and managing the construction of buildings to high sustainability standards for example Passive House standards. Consultants should be able to demonstrate experience or capability in carrying out refurbishment and major repair projects to mixed tenure traditional tenemental buildings, and preferably of working in conservation areas and on historic and listed buildings. Consultants should be able to demonstrate experience or capability in carrying out planned maintenance and major component replacement projects in occupied properties.
