Portsmouth City Council (the Council) have established a multi contractor framework agreement for high rise building demolition works and other related high value / complexity demolition works open to all contracting authorities within England to use from 17th May 2021, initially for up to 4 years with the option to extend by a further 4 years. Four Contractors have been awarded a place on the framework. The framework was established through the award of a contract to Hughes and Salvidge Ltd for the deconstruction of both Leamington and Horatia House, Portsmouth, Southsea. The works are estimated to cost £3.9M with the contract being awarded on 20th April 2021, with works commencing June 2021. The works are anticipated to complete October 2022. Lot 1: Portsmouth City Council - the "Council" - has established a multi contractor framework agreement for high rise building demolition works and other related high value / complexity demolition works. The framework will be available for access to all contracting authorities - local authorities, universities, health, emergency services, etc. - across all regions within England. The framework agreement was awarded on 17th May 2021 and will run for a period of 4 years with the option to extend by a further 4 years, during which individual call off contracts will be let on a project by project basis. There will be no upper or lower value constraints in respect of project contracts let by via the framework agreement. The framework agreement was established under the restricted procedure through the award of a contract to Hughes and Salvidge Ltd for the deconstruction of both Leamington and Horatia House - 2 high rise residential blocks located in Somerstown, Portsmouth. The works are planned to cost £3.9M with the contract being awarded on 20th April 2021, with works commencing June 2021 and are anticipated to complete by October 2022. Whilst the initial call off contract was specifically to address the demolition of Leamington ad Horatia House in Portsmouth, the contractors who tendered for the framework have the capability to undertake other demolition works for lower complexity residential and office/commercial buildings from around £1M in value upwards. Four Contractors have been awarded a place on the framework - 1. Hughes & Salvidge Ltd 2. DSM Demolition Limited 3. Coleman & Company Limited 4. Frank O'Gara & Sons Ltd The scope of works to be covered under the framework includes but are not be limited to: 1. Prelims/Site Preparation Work/enabling works including ground works 2. Early engagement with all stakeholders to ensure all expectations are managed 3. Site investigations - including interpreting reports, additional testing requirements of spoil and disposal to licensed tips etc. 4. Working on land with potential contaminants, requiring contractors to adhere to relevant Environmental Health legislative standards 5. Foundations Removal to a depth of 3m- removal or relocation of underground obstructions including sub-structure 6. Hard Standing Break Up and Removal 7. Strip out of all mechanical and electrical services and plant 8. Design aspects for deconstruction and any temporary works 9. Soft & Hard Strip 10. Reclaim Materials, recycling 11. Provide credits for items of value 12. Crushing, Storage & Disposal of Waste 13. Site Clearance and Disconnection and isolation of all utility services whilst coordinating the timing of disconnections to maintain supply capacity for future site use. 14. Site Re-Cover, security fencing with gated access, lighting, CCTV 15. Licensable Asbestos Containing Material Removal 16. Non-Licensable Asbestos Containing Material Removal 17. Asbestos Disposal Call off contracts let via the framework agreement can use any contract from the JCT, NFDC or NEC suite and can be let on a range of tendering strategies ranging from single stage traditional fully designed through to 2 stage open design and build partner contracting. Call off contracts may be let via mini-competition or via direct award. Standard direct awards will be via a ranked or repeat work basis, however, contracting authorities will have discretion to direct award flexibly to the framework contractor of their choice in cases where, but not limited to, a specific framework contractor has undertaken early stage project activities and / or delivered works of a similar nature for the contracting authority either via or outside of the framework agreement.
