Increasing capacity for Ukrainians to access English learning opportunities (ESOL) within the West Midlands The West Midlands Strategic Migration Partnership (WMSMP) is hosted by the city of Wolverhampton Council and is funded by central government to lead on improving local and regional ESOL provision for resettled migrants across the West Midlands (WM). As part of this function, we are inviting quotes to upskill Ukrainians to become English Language tutors; increasing capacity for Ukrainians to access English Language training. In accordance with the Department for Levelling Up, Housing & Communities guidance on the use of the grant, the Key tasks include: • Delivering accredited (CELTA/TEFL/TESOL) ESOL teacher training courses to resettled Ukrainians primarily within the WM, either in-house, or in partnership with adult education colleges within the region. • Recruiting students and overseeing the end-to-end journey of learners training to become qualified ESOL tutors, matching where possible those that qualify with job opportunities that maybe available within the WM. • Helping to map ESOL providers, and their capacity across the West Midlands (WM), identifying specifically any needs in relation to shortages in teaching staff, including qualified tutors. • Helping to forecast the potential need for qualified ESOL teachers within the WM, based upon migration trends. • Reporting on successes, challenges, barriers and lessons learned in relation to training and upskilling ESOL tutors to become qualified and identify impacts on students. • Reporting on outcomes, including levels attained, exit literacy assessments, learner surveys, KPI's in relation to social integration, evaluated economic and projected impacts because of further education, employment, and training. • Reporting on ROI, including teacher training costs, costs of outcomes, other costs, and numbers in relation to supporting learners (ie. creche/childcare provisions, driving theory), breakdown of admin costs, numbers of potential new learners of ESOL benefitting from increased numbers of tutors. Reporting will be required on a monthly/quarterly basis. Successful providers will be expected to attend regular (monthly) meetings with the WMSMP and further occasional ad hoc meetings on behalf of the WMSMP in relation to this work. The WMSMP and its partners will continue to promote ESOL work within the region, and across its networks. Failing to spend the Funding within the timeframe outlined in the application may result in the Council reclaiming the remaining Funding. Only in exceptional circumstances will the Council consider any extension, the decision of the Council is final.
