Ålesund kommune [Ålesund municipality] intends to sign a contract with iMAL for teaching aids and on-line implementation follow-up. iMAL is a digital teaching aid with support from SINTEF and the Research Council of Norway that captures the students who drop out of reading education early. Several of the schools in the now merge municipality have previously used iMAL methodology to assist students who have reading and writing difficulties. Ålesund municipality has an expressed objective for using digital systems for increased efficiency and rationalisation. In this context, we have asked iMAL for an offer that continues the municipalities’ existing contract in one combine contract, including that multiple schools will be offered to use the teaching aid. The offer from iMAL is based on the municipalities being merged together, and at the same time, a sharp period distinction will be made. The municipal merge has made it necessary to compile and upgrade different software so that this appears as uniform and future oriented as possible. Ålesund municipality considers it appropriate to sign a contract directly with iMAL. The background for this is that multiple schools in the municipality previously had licences for and used iMAL as methodology for children with reading and writing difficulties. In connection with the municipal merge, VH Oppvekst has carried out a needs mapping and created a plan for equal access and use to a number of educational systems, including iMAL. This plan is based on which systems have previously been used by schools in the municipality. This procurement is under the value subject to announcement, the annual value is approx. NOK 116 000. However, as a public contracting authority we are obligated to fulfil the contest requirement. Ålesund municipality believes it is virtually impossible to hold a contest for this teaching aid. It is primarily a necessary merge of the existing contracts but with some expansions. Through this notice, we want to inform the market and give the market the opportunity to provide any insight.
