DCA (DanChurchAid (Folkekirkens Nødhjælp) is looking for a service provider of certifiedcarbon credits to be purchased on a continuous basis under a three-year framework contract.The Service is required to be included in DCAs CO2 product, which includes CO2 offsets andsupport to DCA climate projects, that is sold to private companies. The service is also requiredfor DCA to offset a part of the organisations own emissions. The contract is already supportedby DCA and Danish companies. Lot 1: DCA is looking for a service provider of certified carbon credits to be used for DCAs own compensation and to be sold to private companies as third parties (through the scheme described above). The purpose of this contract is to establish an agreement of purchase of certified carbon credits on a continuous (minimum biannual) basis. The volume will depend on the number of compensation agreements signed with private companies, which is currently on a rise. DCA envisages a stair-step pricing model to determine price per ton based on volume in below annual increments: 0-5,000 ton 5,001-10,000 ton 10,000+ ton The current total annual volume, which DCA offset for own emissions and through Climate Agreements with private companies is approximately 3000 tonnes. This volume is expected to grow significantly. The scope of the contract includes delivery of certified carbon credits, which will be requested and purchased by DCA on a continuous (minimum biannual) basis. Additionally, the Contractor should be able to provide reports which documents the offset and project results including social and environmental effects on an annual basis. DCA is determined on buying carbon credits from an offset programme which is certified through an international carbon market standard and third-party validated and verified by an independent body. Furthermore, DCA is determined to buy carbon credits which can be tracked in online registry - or from tenderers able to account for the comparability of such. DCA is determined on buying carbon credits from projects that can account for additionality, permanence, a scientifically sound quantification of offsets, avoidance of double counting and with environmental and social safeguards in place to ensure that project-related adverse environmental and social risks and impacts are avoided or, when unavoidable, minimized and appropriately mitigated and/or compensated and that the rights of those that could potentially be affected are protected. Questions related to these subjects are included below. DCA is looking for projects preferably located in Uganda and alternatively Kenya, Ethiopia, or Zimbabwe. DCA is present with country offices in the listed countries and want to be able to make monitoring visits to the offset project. DCA is looking for a programme that generate carbon offsets via forestry or other nature-based solutions. Projects can include improved agricultural land management, agroforestry, etc. Further, DCA is looking for an offset projects which are community-based, has a documented social benefit for the project participants, and has established a solid framework for assessing risks related to the project (see below). The amount of carbon credits to be purchased will be disclosed by DCA on a continuous (minimum biannual) basis because this will depend on private sector demand. Because DCA has experienced increased demand for its offset scheme, the Contractor should describe its model for scalability in relation to the amount of carbon credits that it will be able to sell to DCA on an annual basis - including the geographical presence of its current offset project(s) and its growth strategy.
