Finnmarskssykehuset HF [Finnmark Hospital Trust], Hammerfest, intends to sign a contract with Siemens Norge AS to upgrade MRIs. The contracting authority is of the opinion that the terms for undertaking the procurement without a contest are fulfilled, cf. the public procurement regulations §13-4 letter b No 2. The MRI machine at Hammerfest Hospital is nearing end-of-life and as such there is a need to upgrade it. The upgrade will extend the lifetime and significantly lower costs than replacement. The contract for upgrading has a value of NOK 5 400 000. As far as the contracting authority is aware, only Siemens Norge AS can carry out the upgrade. Siemens Norge AS supplied MRIs that will be upgraded and the upgrading assumes use of proprietary components. There is no contest for service. According to the contracting authority's assessment, there is no cheap alternative to procure new MRI machines. This is because the cost of new MRI is significantly higher than upgrading and that the new Hammerfest hospital is planned to be move-in ready in 2025. This means that moving to the new hospital will take place long before any new MRI reaches EOL. Finnmark Hospital will signal contract with Siemens Norge AS after the 20 September 2020 at the earliest.
