Servicing of an Operation and Control system

Description

Strand municipality intends to enter into a contract with Rogaland Elektro AS for servicing the operation and control system Smartnett Inneklima. Lot 1: The service will include repairs, improvements/alterations/renovations/programming, commissioning of/in municipal buildings. As well as remote service and support via Team Viewer. The contracting authority currently has TREND SIP as its operation and control system. Replacing the current solution would be extensive and require a lot of resources. In addition, it would entail major costs. Type of procedure Procurement without a prior contest, cf. the public procurement regulations, § 13-4, letter b), no. 2. The procurement concerns services that only one chosen tenderer can provide. Rogaland Elektro AS is a TREND SIP (TREND System Integration Partner), and has an exclusive reseller agreement with TREND in the geographical area in which the Contracting Authority is located. A change of an already established and complex top system and automation and control plant would involve challenges connected to compatibility, operational interruptions, and would have serious negative consequences for the continual and reliable operation of our developed systems. It is not appropriate to change suppliers in the middle of such a process, both due to costs and the risk of compatibility challenges and operational disturbances. If the contracting authority does not receive any objections regarding this voluntary ex-ante transparency notice, the contract will be sent for electronic signing after the waiting period has expired. The waiting period expires 10 days from the day after the voluntary ex-ante transparency notice has been published.
