43HAV20 Service and Maintenance of Railway Tracks and Road Safety Systems

Description

Oslo Havn KF (Oslo Port Authority) needs a framework agreement for service and maintenance of railway tracks and road safety systems in order to comply with relevant laws and regulations. See the requirement specifications for more information about the scope of the procurement. Lot 1: The railway track at the Port of Oslo is important for amongst other things, the transport of aviation fuel from the sea and up to Gardermoen. In accordance with the Regulations on requirements for private side tracks and freight lanes, companies must, amongst other things, have provisions on operations and maintenance that safeguard satisfactory safety. §5 Safety management system requirement and § 9. Control and maintenance of infrastructure, say something about this. Pursuant to the Permit Regulation, the Norwegian Railway Authority is the supervising authority in accordance with the Railway Act § 3d, § 3e, § 3f, § 3g and § 13. The Norwegian Railway Authority performs inspections in accordance with the Railway Act § 11 and causes the authority vested in the Ministry in the Railways Act § 11 seventh paragraph to revoke permits granted pursuant to the Act in the event of a breach of conditions and requirements set for the business. In order to comply with these laws and regulations, Oslo Port Authority must transfer themselves this. This can most easily be achieved through a framework agreement.
