Voluntary ex-ante transparency notice - Digital system for business management

Overhalla municipality intends to procure a new cloud-based system that will contribute to the municipality's overall business management. The municipality intends to sign a contract with Framsikt AS within 10 days if no other issues arise. The municipality needs a system that can be integrated with our existing system Visma Enterprise. The system will be used for the preparation of municipal plans, action plans, business plans, as well as assist in the preparation of consequences of the plans. The system will also be used for internal reporting and reporting of information that will be published. Lot 1: Overhalla municipality has followed the market in recent years with regard to systems that are on the market. Meetings were also organised with several suppliers in winter 22/23. The municipality has also organised meetings with other public stakeholders and their procurement of similar systems in 2022/2023. The municipality has assessed that there are no alternative stakeholders in the market other than the system from Framsikt AS that cover the overall need for business management. The procurement is outside the scope of the procurement regulations because, as far as we have been able to determine, Framsikt AS is the only supplier of such a system in the market. The supplier can deliver a comprehensive system for financial planning, including the production of a document and publication of the work. The system includes modules for analysis, reviews, planning, financial planning, annual budgeting, business management and reporting. The municipality has not seen systems that can cover the need for comprehensive performance management in the same way as the system from Framsikt. The procurement is considered to comply with the Public Procurement Regulations (PPR) § 13-4 letter b no. 2, and no. 3: The contracting authority carry out a procurement without a tender contest if the procurement concerns services that only a specific service provider can deliver as "competition is impossible due to technical reasons".
