European Energy Efficiency Fund (EEEF) Technical Assistance Facility

Description

Call for proposals for Public Authorities within the EU: The Fund set up the EEEF TA Facility to support public beneficiaries in developing bankable sustainable energy investment programmes, and is looking to expand its support. The projects shall relate to the energy efficiency sector, small-scale renewable energy, and/or public urban transport. The eeef TA Facility aims to support all activities necessary to prepare investments in sustainable energy projects by allocating consultancy services. Supported services include the following (i) preparation of technical studies, i.e., investment grade energy audits, feasibility studies and/or validation, (ii) evaluation of the economic viability of the investment, i.e., financial calculations as a basis for the economic proposal of ESCO tenders, (iii) preparation and structuring of the tender documents to align with the PPP/ESCO model, (iv) external advisors and legal analysis. More information at: https://www.eeef.lu/eeef-ta-facility.html Lot 1: The projects submitted by the public authorities (i.e., regions, city councils, universities, public hospitals, and other public entities located in the Member States of the European Union) to the Fund shall relate to the (i) energy efficiency sector, i.e., public street lighting upgrade, public building renovation/retrofit, and development of energy-related digital solutions, etc., (ii) small-scale renewable energy, i.e., energy communities development, PV installation on buildings, biomass district heating, etc., and/or (iii) public urban transport, etc. To help the TA beneficiaries even more as well as to insure a higher project implementation rate, EEEF provides TA support by way of consultancy services. This means that EEEF selects appropriate experts with the required know-how and expertise via a tender process (completed entirely by the EEEF) and assigns them to the relevant investment programmes of the public authority. The TA beneficiaries can use the consultancy services to carry out for example, technical studies (i.e., feasibility studies, energy audits), economic and financial analysis, and the preparation of the tender documents for the implementation of the investment plan through an ESCO/PPP model contract. Also, the TA consultant will assist the Public Authority during the evaluation phase of the bidder offers and legal advice until the signing of the ESCO contract. Eligible costs for each TA programme should be in accordance with the project's ambition/ capacity and relevant to the country's market prices where the project will be implemented.
