Framework agreement for legal services in multiple areas

Description

Statnett SF, Organisation no. NO 962 986 633 MVA need to purchase legal services. The framework agreements will be entered into for a two year duration, with an option to extend for one year + one year. The estimated total value of the procurement is NOK 100,000,000. The value must be considered as an estimate and it is not binding. The request concerns multiple framework agreements within ten main areas. It will be possible to offer on parts of the total scope. Lot 1: Finance Primarily assistance concerning financial and stock exchange regulation Lot 2: Licensing, land and rights services in areas without reindeer husbandry Need for competence within the specified legal field in connection with development projects. It can be necessary to distribute the assignments based on geographic conditions. Lot 4: Competition law Statnett is a publicly owned business that is significantly regulated and with both monopoly tasks and competitive business. Lot 5: Procurement law Statnett carries out a significant number of procurements each year, and in this connection has a need for legal procurement assistance. Statnett is subject to the supply regulation. Lot 6: Contracting law Statnett carries out multiple large development projects and in this connection needs competence and capacity within the field of contracting law. Lot 7: Tax, duties, property tax National and international tax and duties law: Legal assistance, including related to international cables (MAP/APA experience), cross-border transactions and the establishment of operations abroad. In addition VAT and customs duties on cross-border transactions. Property Tax: Statnett will make significant investments in grid facilities in the future. Lot 9: ICT Legal advise within Statnett’s ICT projects and miscellaneous ongoing assistance concerning legal areas connected to IT. Examples of relevant legal areas are dynamic contract law, immaterial rights, and ICT procurements. Statnett's R&D activity is also included here. Lot 10: Personal protection Legal assistance concerning Norwegian and international regulations on processing of personal information, hereunder GDPR. Lot 11: Other legal services Need for general framework agreement for assistance in areas where Statnett does not have the necessary expertise or capacity. This category can, for example, include dispute solutions and processes beyond what falls within the other main categories as well as legal advice in general.
