PRELIMINARY MARKET ENGAGEMENT (PME) NOTIFICATION - This is for a Preliminary market engagement (PME) where THE TENDER DOCUMENTATION IS NOT YET AVAILABLE. However, interest (Expressions of interest) can be registered here (if not already completed), and please refer to the UK2: Preliminary market engagement notice for further details on the Engagement process that has been undertaken (the Request for Information return deadline and Engagement deadline having now passed) - see 'https://www.find-tender.service.gov.uk/Notice/015678-2025'. Note: the Expression of interest window is being kept open to allow for NEW Expressions of interest to continue to be captured (Expressions of interest only need to be completed once per applicable contact/Workgroup, as once an Expression of interest has been completed, please access your ‘Activities’ in this eProcurement Portal instead). This Preliminary market engagement has been published to alert the supplier market that ESPO is looking to establish a Framework agreement for Utility metering services and associated data services. The duration of the framework agreement is expected to be for 48 months. ESPO has engaged with providers of utility metering services and associated data services to help shape a future procurement strategy. Suppliers should note that this is a preliminary market engagement exercise (and NOT a competitive tender process at this stage). The participation of a supplier in this preliminary market engagement will not constitute any contractual agreement between the respondent and ESPO. It is anticipated that Suppliers taking part in the preliminary market engagement will not be put at an unfair advantage when bidding for this framework. A supplier's participation, or lack of participation, shall not impact the ability of the supplier to participate in any resulting tender exercise. Suppliers should note that any interest indicated does not constitute a commitment to participate in any future tendering exercise.
