Politiets Fellestjenester [the Norwegian Police Shared Services] intends to enter into a framework agreement with KPMG for consultancy services in the ID area. The contract duration will be 2 years with the opportunity to extend for 1 year + 1 year. A number of electronic travel and ID documents are issued by the police, including passports, residence permits, border resident certificate and border resident permits and eventually national ID cards. The procurement will cover consultancy and training services within operation and management of passports and ID cards. The contract duration will be 2 years with the opportunity to extend for 1 year + 1 year. A number of electronic travel and ID documents are issued by the police, including passports, residence permits, border resident certificate and border resident permits and eventually national ID cards. The procurement will cover consultancy and training services within operation and management of passports and ID cards. In order to delivery consultancy services within travel documents, very specialised skills and technical expertise are required that only KPMG can deliver. The discipline of travel and ID documents is extremely complex, amongst other things because management of underlying infrastructure builds on international standards for electronic travel documents. Issuing of travel documents is regulated internationally by ICAO and ETSI. The technology is based on amongst other things, technical standards for PKI (Public Key Infrastructure). This type of technical requires specialised competence and technical expertise. There are further requirements that the resources must be fluent in Norwegian, as Norwegian is the working language and the required deliveries from the consultants must be delivered in Norwegian.
