Consultancy Services to provide Evaluation and Management Support Services for the Africa Agri-Food Development Programme

The Department of Foreign Affairs’ (DFA) Development Cooperation and Africa Division (DCAD) is seeking to engage an external service provider for the purpose of providing management and evaluation support to the Africa Agri-Food Development Programme (AADP). In particular, the service provider will: i. Conduct due diligence activities on applicants to the AADP in line with the eligibility criteria agreed by DFA and DAFM; ii. Deliver advisory support to the AADP’s Evaluation Committee on investment decision-making; iii. Provide technical assistance to applicants on aspects of their proposals with a focus on maximising the development impact of their projects; iv. Conduct an analysis of at least eight past projects funded by AADP, including assessment of project outcomes and impacts against their stated objectives and the overall objectives of the AADP; v. Prepare a paper that provides an overview and details of the findings of the analysis, which will feed into a broader review of the AADP; vi. Analyse the internal operational structures of the AADP and make written recommendations to further improve the AADP’s internal processes.
