Summary of the work Essex Police is seeking a new partner to work with the force and KPMG to develop Analytics for Everyone, an enterprise-wide data analytics platform using Power Bi to democratize data across the force, by designing and building new products and dashboards over the next two years. Expected Contract Length 2 years Latest start date Monday 1 August 2022 Budget Range £300,000 - £340,000 pa Why the Work is Being Done The work is being done to create more dashboards and products to sit on the Analytics for Everyone platform developed, hosted, and managed by KPMG. The 2-year period will cover the development of products for the 2 years remaining under the existing contract for the platform which runs until June 2024. Although the force will continue to develop dashboards for the platform over the remaining contract period, the ART does not yet have all the specialist skills, knowledge, and expertise to create everything the force needs. The supplier will be expected to work with the ART and others in the force over the contract period to help build these skills internally. The Analytics for Everyone platform is a significant investment for Essex Police and the use and benefits need to be maximized for the benefit of the county, and the new contract will allow the force to do this. Please note that an element of the work scope can be remote working but may be required on occasion to work at Essex Police HQ and other Essex Police offices and locations. Problem to Be Solved The requirement is for additional products and dashboards to be developed for the force Analytics for Everyone platform over the next 2 years. Who Are the Users The users of the platform are everyone in Essex Police. Not all users will use every products and dashboard at all, or in the same way, but each will be planned and designed in accordance with user profiles developed with the supplier for each one. Users will not be data experts and will be consumers of the data. The user experience and business change elements of each product or dashboard will be very important, and delivery and use across multiple devices (including mobile) will be required. The products and dashboards will need to be simple and easy to use and delivered in such a way to be easy for each user to access and consume for their own needs in accordance with user profiles for each. The products and dashboards will allow the force to maximise the use of its own, and other data for policing, intelligence, and performance purposes depending on requirements. Early Market Engagement Early market engagement has occurred with a number of Suppliers and also indicated that the budget is sufficient to cover the requirements. Work Already Done The Analytics for Everyone platform has been developed and built and is hosted and managed by KPMG. The platform currently has 4 dashboards which are in use. Existing Team The existing team is made up of the project team for KPMG, the project team for Essex Police, a Tactical Delivery Board and a Strategic Board. Key stakeholders are: Essex Police Project Director (sponsor) Essex Police Head of Strategic Change Essex Police Head of Digital Change (Project lead) Essex Police Head of Analysis and Research (Lead User) KPMG Essex Police IT Essex Police Project Manager Essex Police Users Current Phase Live Skills & Experience • Proven track record of developing and delivering self-serve analytics dashboards and products with Power Bi • Experience of working with the public sector in the context of data analytics. • Knowledge and experience of data protection laws and regulations and how they apply in the public sector • Knowledge and experience of InfoSec requirements common within the law enforcement environment. • Experience and a proven track record of successful delivery of enterprise wide data analytics solutions and associated business change. • Experience of delivering data and analytics projects which involve multiple datasets • Proven and demonstrable knowledge of IT security standards and associated design considerations • Proven and demonstrable knowledge of ISO accreditations for quality, security and business continuity • Adherence to appropriate cyber security standards and hold appropriate security qualification e.g. ISO27001 Nice to Haves • Experience of working with Police data especially Athena, SAP and command and control systems. • Desirable to have experience of working with UK police forces and related organisations or the wider emergency services to refine and streamline operational processes using a business transformation approach Work Location The supplier will work remotely, but on behalf of Essex Police at HQ address. The vast majority of phase 1 work has been completed remotely. Working Arrangments The roles and responsibilities across Essex Police, KPMG and a new supplier. An overview document of the Analytics and Research Team (ART) will be issued to shortlisted suppliers. Security Clearance The supplier and its team will be required to be security cleared to NPPV 3. In addition the supplier will need to comply with all InfoSec requirements which are deemed to apply during the life of the project and this may include pen testing. Additional T&Cs Nil No. of Suppliers to Evaluate 3 Proposal Criteria • The supplier must be able to provide current or very recent evidence (last 2 years) of the essential skills and experience required where your company has supplied similar services • The supplier must be able to provide the required services within the financial envelope available • Describe your approach, proposed technical solution and methodology to meeting the requirements including architecture and agile delivery • Detail your proposed team structure, skills and experience, to demonstrate an ability to surge appropriate resource to meet fluctuating demand • Provide evidence of personnel of Vetting clearance to NPPV Level 3 • Identification of the risks and dependencies associated with this requirement and potential mitigation • How the delivery approach will meet user needs • Give examples of KPIs and SLAs that you would be prepared to commit to for this contract • Provide evidence of skills/experience/accreditations of the team who'll be undertaking the work and how they will work together • Proven track record of embedding significant data related cultural change in a large and complex organisation Cultural Fit Criteria • Understanding of policing & the wider emergency services • Continuous improvement ethos – looking at future technical advancements • Demonstrate how you will work collaboratively with Essex Police and KPMG • Describe how it would achieve a collaborative way of working as part of a wider project team, including client staff and suppliers. • Show how it transfer knowledge to a client organisation team to continue work following the end of a project/project stage or contract. • Proven experience in the last 3-years of an open/collaborative working relationship across all levels with excellent communication and co-ordination skills when conducting daily stand-ups, team meetings, presentation and demonstrations. Are there any potential providers excluded from this work? We have not excluded any Suppliers from bidding for this work. 2. Is there any documentation available on the Analytics for Everyone platform There is a documented HLD and consideration will be given to provide this to those shortlisted suppliers. 3. Why is KPMG not doing this work? KPMG may bid for this additional work and is a commercial decision for them. 4. Will suppliers have external access to the platform and dashboards (via supplier devices) or need to use Essex Police devices to access the platform? There is a detailed roles and responsibilities document which will be provided to those shortlisted suppliers. 5. How many resources are in the ART team now and what is the plan for the size of the team in 2 years time? The ART team is really mixed and covers a range of functions, including a developing data science capability. Over the next 2 years the force seeks to build knowledge and experience in the team through the Analytics for Everyone contract, development and use. In addition to the products/dashboards designed by the successful supplier the ART will be building and developing products for the platform. These are likely to be simpler than those designed and developed by the successful supplier. 7. How many additional products and dashboards are expected to be required over the next 2 years? The market testing suggests that the products and dashboards will vary in complexity and therefore cost, so there is no set number. But working on a mixed set of products, some with additional data and some with AI etc, the force would expect to achieve between 4 and 6 for each year. 8. How many active users of the current products / dashboards are there in Essex Police? There are 6500 licences, the active users at the moment are quite low as there are only 4 products on there. As products increase through development by the ART and the successful supplier I would expect the number of users to move towards enterprise level as the purpose of the platform is for it to be the main source of data analytics products for the whole force, hence the name. 9. Where you refer to phase 1, is this the establishment of the solution and 4 current dashboards? Yes. 10. Will pen testing be arranged and paid for by Essex Police if it is required for this work? The platform is already in place and has been subject to pen testing. New products will be put on the platform by KPMG. If the successful supplier needs to build a test environment which uses real/live data then pen testing will be required in order to meet InfoSec requirements. If required the bidder will need to factor this into their costs. 11. Given that The Analytics for Everyone platform has been developed and built and is hosted and managed by KPMG, and KPMG are able to bid for this project, how is the authority ensuring that there is a level playing field for other bidders? This exercise is open and transparent and bids are encouraged and welcome from all. The roles and responsibilities document that will be issued to all shortlisted suppliers will show a level playing field and transparency of how it would work. 12. How will responsibility and liability for both of the above be defined? Would Essex Police expect a Data Processing Agreement to be agreed between Essex Police and the Phase 2 Supplier? How would this include or reference the role of KPMG? A roles and responsibilities document will be supplied to the shortlisted suppliers, but any supplier or partner working with police data will need to have a data processing agreement in place. I would expect this to form part of the contract. 13. Where new products require further development of existing pipelines and integrations built by KPMG, would KPMG be responsible for executing the development or the Phase 2 supplier? How would this affect the ongoing managed service arrangement Essex Police have with KPMG? There is a detailed roles and responsibilities document which will be supplied to shortlisted suppliers 14. Is the plan for the supplier for Phase 2 to provide ongoing support to new products or to transition these into management under KPMG? How might the division of responsibility play out from data source through to end product (report/alert etc.)? Under the DOS framework, we understand that all foreground IP developed as part of the project will rest with Essex Police. We are content with this, however, has any thought been given to how suitable arrangements would be established to control for the risk of background IP the Phase 2 supplier may bring to the project being passed on to KPMG as your platform management partner? We would expect this to be included in the final contract 16. How will programme governance be managed? Would the Phase 2 supplier be delivering under existing governance from Phase 1 of the programme? What sort of partnership/joint working arrangements do Essex Police envisage having in place with regards KPMG and the Phase 2 supplier. There is a detailed roles and responsibilities document which will be supplied to shortlisted suppliers. However, the expectation is that the 3 parties would all work together seamlessly. 17. Please can you confirm what cyber security standards will be accepted for e.g. would Cyber Essentials qualify? Cyber Essentials is a good guide but what else is required will depend on the individual offering from the successful supplier 18. Is it a T&M or a fix bid project ? This is a Capped Time and Materials basis. 19. Please can you provide some details around the data platform supporting the reporting/dashboarding? How is data currently ingested from your source systems? is it cloud hosted (Azure)? The platform is held in Azure (KPMG Tenant), and all data is ingested in accordance with an HLD agreed with KPMG as the hosts of the platform. A full roles and responsibilities schedule will outline the specifics at the next stage. 20. Who is building the dashboards? The dashboards have been built by KPMG in partnership with users and the Essex Police project team. New dashboards will be built by the successful supplier, but will be loaded onto the platform by KPMG as the hosts of the platform. What is the plan to bring the platform back in house – do you want the inhouse team to be upskilled/take ownership going forward? This is the aspiration, over time, we do want the team to be upskilled. The full roadmap and timescale will be mapped out once this contract has been agreed. But it is possible the timescale may exceed this contract period. 22. We would like to request an extension to the deadline, to Friday 29th April, due to staff being on leave over the Easter holiday period. An extension to this project deadline is not agreed.
