Description

The Scottish Government, on behalf of the Scottish Ministers, wishes to commission a rapid and up-to-date literature review covering the impact that being jointly and severally liable for council tax debt has on victim-survivors of domestic abuse.A review of this issue is required under Section 76 of the Housing (Scotland) Act 2025. The literature review will provide an up-to-date synthesis and analysis of existing evidence on this topic. It will also help inform potential recommendations made to Scottish Ministers by Scottish Government officials that could improve the system for victim-survivors of domestic abuse and potentially other vulnerable groups.
