Dublin City Council seeks to establish a Single Party Framework Agreement design, develop, build, and support an outdoor Interactive connection/experience between New York City (NYC) and Dublin as part of a Tourism and Cultural Innovation Initiative. As the subject matter of this competition is considered a Title III service within the context of Directive 2014/24/EU, where the choice of procedure is open to the Contracting Authority, the procedure chosen on this occasion is an Accelerated Single Stage Procedure with Negotiation. The Contracting Authority reserves the right to enter negotiations with some or all tenderers who submit a valid responsive tender. Negotiations may be held on all aspects of the service under each of the published Award Criteria. The Contracting Authority also reserves the right to award the framework / initial contract directly following receipt of initial tenders without recourse to negotiations with individual tenderers. The duration of the Framework Agreement will be for a maximum of 4 years. The Contracting Authority proposes to award an initial contract under the framework agreement for the provision of a unique solution to help connect Dublin and NYC as part of St. Patrick’s Festival Week in March 2024. In order to celebrate this connection and to promote the Dublin – New York relationship, the Contracting Authority is seeking an innovative way to connect both cities using a blend of digital and physical activation around St. Patrick's Festival week with the potential to engage other cities across the world after this time period.
