Construction work for school buildings

Description

The Spencer Academies Trust wishes to enter into a single-supplier Framework Agreement with a contractor to deliver the design and off-site construction of energy efficient school blocks (including the award of a call-off contract for an initial project detailed in the tender documents). This Framework Agreement (based on JCT Design and Build 2011) is intended to establish a single supplier to support the Trust's future expansion requirements at its 12 established academies (which vary from primary, to secondary, to sixth form schools). The maximum value across the framework is intended to ensure appropriate flexibility and the build size per project is expected to vary from single classroom blocks to whole new school blocks. The new buildings will need to be energy efficient and be delivered within constrained deadlines, with minimal disruption to the relevant school. The Trust is running an accelerated open OJEU procedure under Regulation 27(5) of the Public Contract Regulations, due to the state of urgency connected with the delivery of the first project at one of its sites (construction of a four classroom block).
