Wirral Council is undertaking early market engagement to help shape the future design of our health and wellbeing services for ethnic communities across Wirral. Public Health aim to engage service providers who can deliver initiatives that improve health and wellbeing outcomes for ethnic minority communities across Wirral. These communities experience a range of daily challenges and barriers that increase widening health inequalities. This Pre-Market Engagement (PMQ) exercise forms part of the Council's commissioning process and will support informed, strategic decision-making in advance of the re-procurement for both the Migrant Wellbeing Project and the Ethnic Minority Health Improvement and Inequalities Programme, which are due to expire in March 2027. Subject Matter Wirral's ethnic population includes people not born in the UK who have arrived here through a variety of immigration routes including asylum seekers and refugees, as well as economic migrants and visa holders. Many individuals from minority ethnic backgrounds experience stigma, discrimination and racism. These factors create further external barriers, deepen inequalities and contribute to poorer mental health. We are inviting providers to share their ideas, innovations, and capabilities to help us shape the future of Migrant Health in Wirral. We are particularly interested in: • Assessing the current capacity of service providers across Wirral to meet the needs of ethnic minority communities. • Exploring opportunities to expand service offers that address a wide range of needs. • Determining the viability of partnerships to make service provision more efficient and effective, building on the strengths of providers working with ethnic minority communities. • Gaining deeper insight into how the wider determinants of health effect these communities and identify service models that can mitigate these impacts. • Mapping existing and emerging service demand to understand future population needs. • Reviewing existing evidence to collectively identify priorities for future action. • Examining current universal support mechanisms such as CRF and Hardship funds and explore how communication approaches could be improved to increase access to services. • Identifying the most appropriate methods to measure service effectiveness. • Highlighting current gaps, challenges and pressures in service delivery for ethnic minority communities.
