Description
The contracting authority would like to enter into a framework agreement for blood gas syringes with and without cannulas on behalf of the health trusts in Helse Vest RHF. The procurement is divided into the following sub-contracts: 1: Blood gas syringes with cannulas. 2: Blood gas syringes without cannulas. Tenders can be submitted for one or both of the sub-contracts. See point II.2.4 and the attached tender documentation for further information. Lot 1: The contracting authority would like to enter into a framework agreement for blood gas syringes with and without cannulas on behalf of the health trusts in Helse Vest RHF. Anticipated scope: The contracting authority estimates the following consumption in the contract period: Sub-contract 1 - blood gas syringes with cannulas: Estimated consumption a year: 156,000 items (maximum consumption a year: 187.200 items). Sub-contract 2 - blood gas syringes without cannulas: Estimated consumption a year: 102.000 items (maximum consumption a year: 122,400 items). The procurement is, as a starting point, based on one syringe being offered per sub-contract, which is suitable for use on all patients. This includes adults, children, and premature babies. If a tenderer has different syringes in their assortment that are suitable for adults, children, and premature babies respectively, different syringes can be offered at different prices within one sub-contract. Emphasis will be put on achieving reliable/exact analysis results with the smallest possible amount of blood from patients, and that the sample can be mixed with the minimum required volume. Furthermore, in some cases there can be a need for re-analysing. It is also important that this can be done with as little blood as possible from the patient. See Annex 1 - Price Sheet and Annex 2 - Requirements Specification for more detailed information on what is being requested. Options: Haraldsplass Diakonale sykehus has an option to join the contract in the contract period. Haraldsplass' estimated consumption is as follows: Sub-contract 1 blood gas syringes with cannulas: 12,000 items a year (maximum consumption a year: 14,000 items). Sub-contract 2 blood gas syringes without cannulas: 5,000 items a year (maximum consumption a year: 6,000 items). Estimated contract value/volume: The estimated contract value is based on information from previous consumption, and estimated consumption per year at the time of the notice. The stated estimates are uncertain, particularly as we do not know how the ongoing pandemic with new virus mutations will affect consumption. As a matter of form, we would like to clarify that the estimates are meant as information for tenderers, they are not binding for future procurements. The contract's maximum value/volume: Due to the uncertainty around factors that will affect demand (e.g., the pandemic and the clinical picture in the population), the framework agreement will be valid for up to a 20% increase of the estimated value. The stated estimates are meant as information to tenderers, and are not binding for future procurements. Production and sub-suppliers. The public sector is the country’s largest customer and consumer, and is a part of the global trade with goods and services. Many of the goods purchased can be produced under conditions worthy of criticism and the Norwegian Hospital Procurement Trust will therefore set requirements that the goods acquired are produced in a legal and ethically responsible manner. If the tenderer uses sub-contractors to fulfil this contract, the supplier is obligated to continue and contribute to adherence of the requirements of its sub-contractors. The value is stated at NOK 1 in order to avoid revealing the unit prices.
